The purpose of this policy statement is to establish the requirements for controlling unauthorized access to Town facilities which are a part of the Town’s utility system.  This policy statement shall also establish the process which must be followed in order to request permission for access to applicable Town facilities.  The daily operation and maintenance of these facilities must receive priority over other activities in order to ensure compliance with State regulations and permits.  Additionally, unauthorized visits may cause potential liability to the Town for unauthorized individuals.


This policy statement shall apply to the North Cary Water Reclamation  Facility, South Cary Water Reclamation  Facility, Cary/Apex Water Treatment Facility, Western Wake Regional Water Reclamation Facility,Town wastewater pump station sites, elevated water storage tank sites, water booster pump station sites, and Town master meter vaults.  The provisions of this policy shall apply to everyone, including engineers, contractors, material/equipment supplies, the news media and citizens seeking access to Town utility system sites.


The Town of Cary hereby establishes the following policy: 

1.   Request for Permission to Access:

Any individual which desires access to either the North Cary Water Reclamation  Facility, the South Cary Water Reclamation Facility, The Western Wake Water Reclamation , or the Cary/Apex Water Treatment Facility shall contact the appropriate plant manager at least twenty-four (24) hours in advance to request permission to visit the facility.

Any individual who desires to visit other utility system sites shall contact the Chief of USM at least twenty-four (24) hours in advance to request permission to visit the specific utility system site.

The appropriate Town Staff shall evaluate the request and determine the impact of the visit on daily operation and maintenance.  Permission shall only be granted when necessary workload requirements can be accomplished and the access will not impede daily operation.

2.   Request to Photograph or Videotape Facilities:

Any individual who desires to photograph or videotape facilities which are a part of the Town utility system shall request permission to visit the facility and must indicate that they would like to photograph or videotape the facility.  The individual must state the purpose for the request to photograph or videotape the Town facility.  This request must comply with the requirements for requesting permission to visit the facility, including the requirement for at least twenty-four (24) hours notice in advance of the requested visit.

Any photography or videotaping to be used in conjunction with advertising, publicity, marketing, etc. shall be approved in advance by the Town Council of the Town of Cary.  The request for this permission shall include detailed information on items including, but not limited to, the following:

      ·  Specific purpose of request;
      ·  Proposed use of information;
      ·  Anticipated coverage of information to be distributed;

Compensation, royalties, or benefits to the Town for granting this permission.

3.   Exceptions:

The Town Manager may authorize an individual with the news media to visit and videotape Town facilities following a request and statement regarding the purpose of the visit.  Only in emergency situations, may the Plant Manager on duty waive the requirements of this policy.
