For Added Flexibility, Cary Declares State of Emergency in Response to COVID-19

Cary, NC – The Town of Cary on Monday declared a State of Emergency (SOE) in response to the COVID-19 pandemic, helping ensure Cary’s government has access to the resources and flexibility it needs to protect its citizens. The Cary SOE is in addition to Cary’s working within county, state, and federal declarations and gives the municipality, for example, increased authority over public-rights-of-way, streets, and greenways if needed. “The SOE is not an indication of Cary having a larger problem than the rest of Wake County, said Mayor Harold Weinbrecht. “The SOE is a tool that allows us to remain proactive in our efforts to negotiate this crisis.”

Over the weekend, Town Manager Sean R. Stegall activated Cary’s Emergency Operations Center and directed as many Town staff as possible to work from home until April 6. At this time and with the exception of police and fire stations, as well as the Citizen’s Convenience Center, Town Hall and all other staffed facilities are closed to the public until further notice.

While Cary’s facilities are closed, the work of the Town government continues. Critical services including police, fire, curbside garbage and recycling collections/sanitation, water distribution, wastewater treatment, and public safety-focused inspections work will continue uninterrupted through the COVID-19 response. Support services enabling these functions, including the 911 and 311 centers, will operate as normal. GoCary transit service will also continue to operate but with some modifications.

“We are communicating and collaborating with our neighboring communities and following county, state, and federal direction in helping protect our citizens,” said Stegall. “Declaring our own State of Emergency is another step in that effort, as is our decision to focus on maintaining only those services essential to public health and safety. In doing so, we are adopting the Centers for Disease Control’s recommended best practices with regards to hygiene, sanitation, and social distancing, and we strongly advise our citizens to do the same. Cary will continue to be thoughtful, proactive, and decisive during this unprecedented time.”

Public Meetings

The Town Council meeting on March 26 is canceled along with all boards and commissions meetings at least through the end of the month. For questions, call 311 or (919) 469-4000.


At this time, most residential and commercial building inspections will continue, though adjustments may need to be made in some cases based on staffing levels, workload and risk assessments. Currently, fixed route service is continuing per normal operations, except for route 4, which has suspended its stop at the Cary Senior Center. Door to Door trips are restricted to Tier 1 only, in addition to life-sustaining trips (e.g. dialysis appointments) in Tier 2 and Tier 3. Existing medical reservations for Tier 2 and Tier 3 will be honored, but new reservations will not be accepted at this time. This change remains in effect until further notice. Cary is continuing regular collections of solid waste, recycling, and yard waste. However, the Town has suspended special collections such as cooking oil and white goods. The Citizens Convenience Center remains open. For questions, call 311 or (919) 469-4000.

Utility Payments

In addition to the drop box outside Town Hall, payments are accepted 24 hours a day, seven days a week on The Town will not be performing utility disconnections due to nonpayment throughout the COVID-19 response, and will suspend late payment fees while the crisis is ongoing.

“Being mindful of outbreak’s strain on our community, we are practicing empathetic decision-making wherever possible,” added Stegall.

Other Services

Many citizen services can be handled on our website, With our staff’s shift to telework, some requests may take longer than usual, so the Town asks that citizens be patient during this change in operations.

“Our responses will be Cary-specific where needed and incremental as the pandemic evolves. Each situation is unique and will be evaluated thoughtfully,” said Stegall. “Expect very few ‘all or nothing,’ ‘black/white,’ or ‘on/off’ decisions that last throughout the duration of this pandemic. We always reserve the right to alter course as changing conditions warrant since doing so helps ensure the best outcomes for our community.”
