On Wednesday, April 16, 2008, staff received bids for the Weston Parkway Rehabilitation Project (ST1159).  This project includes the removal and replacement of asphalt roadway along portions of Weston Parkway and Stamford Drive.  Stamford Drive is identified in the 2008 Street Improvements Staff Report (EN08-078) as requiring improvement, but is included in this contract because its proximity to Weston Parkway and scope of required work offers efficiency and economies of scale by combining these projects.

Fiscal Impact: There are no operating impacts associated with this work.  The pavement removal and replacement is part of the Weston Parkway Rehabilitation project, and there are sufficient funds to include Stamford Drive.   To date, $5,700,000 has been appropriated to the ST1159 Weston Parkway Rehabilitation project.  Expenditures/encumbrances-to-date total $877,242.98 leaving a current available balance of $4,822,757.02.  This available balance supports the $2,391,504.90 portion of this phase of rehabilitation component.  An estimated $2,400,000 will be returned to the General Capital Reserve Fund upon project close out for appropriation to other capital projects.

 

Staff Recommendation: Staff recommends awarding the construction contract for the Weston Parkway Rehabilitation Project to C.C. Mangum Company, LLC for $2,391,504.90.  This award by Council represents a preliminary determination as to the qualifications of this bidder and no legally binding acceptance of this award occurs until the Town has executed a written agreement.
