To
adopt an official policy for replacing/rehabilitating culverts, located in
public rights-of-way, based on citizen requests or input from Town staff
resulting from routine inspections or inventories.
This
policy upon adoption by the Town Council shall be applicable to all culvert
replacement requests until such time that the policy statement is altered,
modified, or rescinded by the Town Council.

A. Proposed projects may be placed on the list by submitting
to the Director of Engineering either a citizen letter request or petition, Town
Council or staff recommendation, or capital improvements program request.
Proposed projects will be evaluated on the basis of the type of drainage
problems, the community support for the proposed project, the project cost, the
project benefits, the environmental effects, private funding participation and
other storm water drainage engineering criteria.
B. Assuming the request meets the qualifying criteria, the
request will be placed on the Town’s Stormwater Capital Improvement List.
Requests that are placed on the Town’s Stormwater Capital Improvement
List will be rated based on the criteria included on the attached Stormwater
Rating Sheet. Staff will estimate
construction costs, rate, and rank all stormwater requests and present the
stormwater priority list to Town Council for approval of projects that can be
constructed. Projects may be divided into multiple phases when the construction
costs become excessive and where a logical breaking point can be determined.

must be within the Town’s limits or ETJ.
2.
Project
must receive public stormwater runoff.
3.
Project must provide
public benefit and eliminate existing public safety concern or imminent danger
of property damage.
4.
The
stormwater improvement shall be installed in accordance with the Town of
