Purpose:
1. To provide a policy
for the Town of Cary Parks, Recreation, and Cultural Resources Department to
regulate and assure that the soccer and cross country facilities at

community by providing the availability of soccer and cross country facilities
for group use by Cary civic clubs, churches, school and other local
organizations.
3. To assure the Town of
Cary Parks, Recreation, and Cultural Resources Department receives proper
payment for use of its athletic fields and cross country facilities by
individuals and / or groups.
Coverage:
This
policy, upon adoption by the Town Council, shall be applicable to the operation
and use of space at the

1. Facility Usage:
The following priority shall be established for scheduling functions at
the

program and activities;
b. programs and
activities co-sponsored by the Town and other approved sponsors;
c. program and
activities sponsored by schools and civic and non profit organizations;

for private functions held by individuals and groups who are residents of the
Town of

for private functions held by individuals and groups who are not residents of
the Town of
2. General Hours of Operation:
a. Full Time Staff

b. All athletic fields
are eligible to be rented anytime Monday – Sunday from
c. Cross Country course
is eligible to be rented anytime Monday – Sunday from dawn until dusk except
for selected Town holidays and scheduled routine maintenance on the course.
d. Cross Country course
is open for general public use when the park is open during normal full time
staff office hours as well as when scheduled activities are taking place on the
fields. The course is not available
for general use during official meets in which the course has been rented.
The course is not available during major special events at the park.
e. The athletic fields
are not open to general public use. All
use must be scheduled.
3. General Rules of Use
for the

be prohibited within the boundaries of the
(1) Weapons of all kinds except
law enforcement officers in the execution of their duties and public
demonstrations as approved by the Department Director
(2) Animals of any kind except
those serving the needs of persons with disabilities and those used in public
demonstrations as approved by the Department Director
(3) The use of profanity or
profane gestures.
(4) Alcoholic Beverages are
prohibited in the park. Alcohol may
be consumed in the stadium if purchased from an approved Concessionaire for
specific events. Alcohol may be
allowed to be served in the skyboxes in the main stadium if prior permission is
requested.
(5) Any type of behavior that
is detrimental to the normal operation of the facility of the safety of the
public or employees.
b. Upon request of the
Department Director, police security will be required (at the user’s expense)
and proof of general liability insurance must be provided in the amounts
designated by TOC.
c. Persons/groups using
the facility shall be responsible for the breakage, loss, or damage to the
facility and equipment and shall bear the full replacement cost for such
breakage, loss, or damage.
d. Persons/groups using
the facility shall be responsible for any personal items brought into the
facility and shall remove same at the end of each scheduled use time and shall
return any Town owned equipment to its designated place within the facility as
directed by the facility supervisor.
e. Facility Reservations
for multiple bookings will be taken for the upcoming year in November of each
year. Such requests will be reviewed
by the

Director or his/her designee may implement any other action deemed necessary to
protect the health and welfare of the public, employees and the facility.
g. Any person/group
violating any of the above rules is subject to suspension from the facility and
prosecution in the event of a law enforcement violation as provided in the Code
of Ordinances of the Town of
h. TOC reserves the
right to cancel all activities scheduled due to inclement weather and / or
unforeseen circumstances which may jeopardize either the facility and / or
visitors to the park.
i. TOC reserves
the right to reschedule any rental or event if another activity presents itself
which may result in a greater benefit to the Town of
