Purpose
To
adopt an official policy for the operation of the

The
Town Council of the Town of
1.
Facility: The facility is a
cultural arts and history facility consisting of a gallery, parlor, kitchen, and
outdoor performance area on the ground level 1st floor; the
education/conference room, music room, wet classroom, and Walter Hines Page
resource library on the second floor; and the
2.
Facility Usage: The following priority shall be established for
scheduling functions with the facility:
a.
Town sponsored programs and activities
b.
Programs and activities co-sponsored by the Town and approved sponsors,
including the Friends of Page Walker Hotel
c.
Programs and activities sponsored by recognized local
d.
Programs and activities sponsored by recognized civic and non-profit
organizations located in the corporate limits of
e.
Activities and events for private functions held by individuals and
groups who are residents of
f.
Activities and events for private functions held by
individuals and groups who are not residents of
3.
Reservations
a.
Town sponsored and co-sponsored usage may be taken at any time.
b.
Non-Town sponsored usage for
(1)
Weekdays - not more than 3 months to the date in advance
(2)
Weekends - not more than 12 months to the date in advance
c.
Non-Cary resident usage
(1)
Weekdays - not more than 2 months to the date in
advance
(2)
Weekends - not more than 6 months to the date in
advance
4.
General Hours of Operation: The Page-Walker Arts & History Center
shall be available for use during times established in the Town of Cary Standard
Procedure 64 – Page-Walker Arts & History Center Reservations.
The Department Director or his/her designee shall reserve the right to
alter hours of operation due to weather and the health and safety of the public
or employees.
5.
General Rules for Use of the Facility:
a.
An employee of the Department shall be on duty in the facility during all
hours of operation or whenever the facility is open to the public.
b.
The following shall be prohibited within or on the premises of the
facility:
(1)
Smoking within the building (smoking is permitted in designated areas
outside the facility)
(2)
All illegal drugs and other substances
(3)
Weapons of all kinds except law enforcement officers in the execution of
the duties and public demonstrations as approved by the Department Director
(4)
Animals of any kind except those serving the needs of the handicapped and
those used in public demonstrations as approved by the facility supervisor.
(5)
The use of profanity and profane gestures
(6)
Alcoholic beverages except with permission as outlined below:
(a)
User shall reserve the entire floor and shall pay all applicable rental
fees as outlined in the annual budget of the Town of
(b)
User will comply with all regulations of the North Carolina State Alcohol
Beverage Control Commission.
(c)
Request for use of an ABC Permit shall be made by
purchasing this privilege for an additional rental charge as outlined in the
Town of
(d)
Additional police security may be required at the
user’s expense. Such need will be
at the discretion of the Center Supervisor.
(7)
Any type of behavior that is detrimental to the normal operation of the
facility or the safety of the public or employees
(8)
Any other action deemed necessary by the Department Director or his/her
designee to protect the health and welfare of the public, employees, or the
facility.
c.
Food and beverages are permitted only in designated areas.
d.
Parents or guardians must reserve the facility for anyone under 21 years
of age and must assure adequate adult supervision for youth groups using the
facility.
e.
Upon request of the Department Director, police security will be required
(at the user’s expense).
f.
Persons/groups using the facility shall be responsible for the breakage,
loss, or damage to the facility and equipment and shall bear the full
replacement cost for such breakage, loss, or damage.
g.
Persons and groups using the facility shall be responsible for any
personal items brought into the facility and shall remove same at the end of
each scheduled use time and shall return any Town-owned equipment to its
designated place within the facility as directed by the facility supervisor.
h.
Any person/group violating any of the above general rules is subject to
immediate suspension from the facility and prosecution in the event of a law
enforcement violation as provided in the Code of Ordinances of the Town of

The facility shall be open only to persons who are upon the premise for
specific programs, activities, functions or other official Town business.
6.
Reservations for use of the facility shall be made as outlined in the
“Reservations for Use of the Page-Walker Arts & History Center Standard
Procedure.” All persons making
reservations shall pay a reservation/damage deposit at the time of reservation
and all applicable fees within 60 days of the scheduled use date for weekend use
and within 30 days of the scheduled use date for weekday use.
Failure to pay fees within the prescribed period will result in a 10
percent usage fee surcharge.
7.
Cancellation of Reservations
a.
The Department reserves the right to make cancellations at any time.
Cancellation notices will be issued as far in advance as possible.
All reservation/damage deposits and usage fees will be returned in full
if cancellation is initiated by the Department.
b.
Cancellation may be initiated by party making a
reservation up to 30 or 60 days (depending on use date) without liability.
All cancellation notices must be submitted in writing to the facility
supervisor. Any cancellation made
within 30 or 60 days of the scheduled use date will result in forfeiture of
reservation/damage deposit.
c.
No cancellation will be accepted within five (5)
working days of scheduled use date without liability.
Party making a cancellation within five (5) working days of usage will be
liable for payment of rental fees and other charges in full.
8.
Fees for use of the facility shall be those as adopted by the Cary Town
Council in the annual budget of the Town of
