The Town of Cary, North Carolina, generally supports the EPA Blending
Policy (Policy) as outlined in 68 Federal Register 63042-63052.
Further,
The Town of Cary agrees with AMSA , who states, "Blending ensures that excess wet weather flows, which would otherwise go untreated, receive a certain level of treatment and disinfection in full compliance with permit limits."
The Town of Cary agrees with the AWWA recommendation that Principle 5 should include an explicit requirement for disinfection of all of the blended effluent prior to discharge.
The Town of Cary agrees in general with the Water Environment Federation's response dated Jan. 9, 2004 on the proposed policy.
In addition to any blending by the Town of Cary, the Town will maintain its commitment to minimizing inflow and infiltration.
