PROJECT DESCRIPTION  

The plans propose a façade renovation of an existing building.  Extensive landscape alterations and additions are also planned.  The property is zoned Office and Industrial within the Town Center area plan, and the proposed use as an office/warehouse site would be an appropriate use within the district.

 Considering the unique nature of the downtown area, certain development requirements are not applicable within the Town Center district, such as:

  •       The required number of off-site parking spaces may be reduced up to 50 percent provided there is adequate on-street parking available.  The plans propose to provide all required parking on site.

  •       Streetscape and buffer requirements may be reduced or waived, but street tree plantings and screening from adjoining properties must be consistent with Downtown Design Guidelines.  The plan complies with all landscape requirements.

The Town Center Design Guidelines provide for:

  •       Buildings located close to the street right-of-way and sidewalk, with parking located behind the buildings.

  •       Architectural form, facades, materials, and colors that complement adjoining properties and eliminate blank walls.

  •       Placement of parking to the side or rear of building.

  •       Encourages on-street parking.

  •       Saving specimen trees.

  •       Landscaping: streetscape, appropriate screening from adjoining properties, screening of parking areas, foundation plantings, and accent planting.

Since this plan is for façade and exterior alterations only, it is considered a minor modification and many of the requirements do not need to be met.  Had this parcel not been within the Town Center district, only administrative approval would have been necessary.  However, since it is within the Town Center area, approval by the Town Center Review Commission and Town Council are required. 

The size of the building is not increasing.  The amount of impervious surface at the site is decreasing by 6,565 square feet, due to the increased landscaping.  This plan enhances the landscaping at the site, both in foundation plantings and in the streetscape to screen vehicular use areas, and complies with all applicable Town Center Design Guidelines.

Building Height: 28’6”

Building Size: 31,179 square feet of office space, 25,293 square feet of warehouse space, for a total of 56,472 square feet, the same area as the building contains presently.

Building Materials & colors: The building façade will contain Brick Red, Medium Tan and Warm Grey EIFS, and black frames with solar grey glass.  The brick and tan colors are found in the vicinity, in the buildings across NE Maynard Road, and the new Westbrook building that will be constructed across the railroad tracks.

 No Traffic Impact Study is required.
