Overview

To serve you better, major expansion and renovation of the Town Hall campus began in August 2002. The expansion is designed to accommodate growth in programs and services for at least a decade while pulling together departments that had moved elsewhere because of crowding.

Our focus is convenience through more parking and a concourse with customer service windows and easy access to offices. Features include a new council chambers and landscaped courtyard.

Locating Town Departments

The New Cary Town Hall – 316 N. Academy Street

  • The following departments began doing business in the new Town Hall on Dec. 12, 2005:

Administration, including the Town Manager’s Office, the Town Clerk’s Office with the Town Council, and the Town Attorney’s Office

Finance, including Utility Billing.

New Page-Walker Gardens

Located adjacent to the Page-Walker Arts and History Center on the east side of the new Town Hall, the gardens featurea zoysia lawn, perennials, shrubs and several varieties of trees, including dogwoods, Japanese red maples, magnolias, red oaks, shoal creek chastletrees, brown turkey figs and cedars. The Friends of Page-Walker will re-plant a Heritage Herb Garden.

120 Wilkinson Avenue

Technology Services and the Police Department will remain at this address.

Visiting New Town Hall – 316 N. Academy Street

Town Hall expansion created one L-shaped building by joining two existing buildings: 316 and 318 N. Academy St. The street address 318 N. Academy St. will no longer be used.  The entire building will be referred to as Cary Town Hall with an address of 316 N. Academy St.  All existing telephone numbers will remain the same.

The concourse in Cary’s new Town Hall helps navigate citizens through the L-shaped building. Departments in Town Hall can be located according to their 5-digit room number:

  • The first digit indicates the floor level.
  • The second digit indicates the area of the building where the department is found: “0” denotes the center of the building; “1” denotes the northwest corner; and “2” denotes the southeast corner.
  • The last three digits are assigned as individual room numbers to employees within the department.

First Floor

10000 – Town Council Chambers, the Ceremonial Council Office and the Council Conference Room.

11000 – Parks, Recreation and Cultural Resources Department; Inspections and Permits Department.

12000 – Finance Department; Budget Division; and Cary TV 11

Second floor

21000- Engineering Department

22000 – Town Manager’s Office, the Town Clerk’s Office, Council Working Office, Public Information, Town Attorney’s Office; Human Resources.

Third floor

31000 – Planning Department

Primary access for visitors to new Town Hall is via:
The glass tower into the Concourse from the three-fountain courtyard
The glass tower into the Concourse from North Academy Street
The glass tower into the Concourse from Ambassador Loop

Parking

Convenient, free visitor parking is located adjacent to each building on the Town Hall campus. Also enjoy 486 spaces in the new parking deck, located at 121 Wilkinson Avenue just north of the new Town Hall and east of the Herb Young Community Center.

Visiting 120 Wilkinson Avenue

First Floor – Restricted for employee use only
Second Floor – Police Administrative Offices
Third Floor – Technology Services Administrative Offices

Entrances

Primary access for visitors to 120 Wilkinson Avenue is via the glass atrium into the second level from the three-fountain courtyard.

Parking – Free visitor parking is located at the eastern entrance to the office building (34 spaces plus 6 handicapped), any level of the adjacent parking deck, or in the easternmost lot near the Page-Walker Arts & History Center.

Construction Details

What the project included- Renovation of old Town Hall at 316 N. Academy St., renovation and expansion of 318 N. Academy St, new office building at 120 Wilkinson Ave., new Town Council chambers between 316 and 318 N. Academy St, 486-space parking deck, civic arboretum with terraced courtyard, reflecting pool and landscaping.
Despite the addition of more than 100,000 square feet of office space,
extraordinary effort is being made to ensure the site stays green.

Although about 750 caliper inches of trees are being removed, about 760 new
caliper inches of trees are being installed. More than 40 trees are being
transplanted, the majority to other parts of Town Hall campus and some to
Town parks. More than 5,500 gallons of new shrubs are being planted, and
many existing shrubs are being relocated.

The project includes greater diversity of trees, shrubs and other plants.
Sixty-one distinct varieties of trees will be on campus, 18 more than
before renovations.

What it will cost - $33,361,862 for design, construction, furnishings, etc., all of which has been appropriated. Sources include $31,762,712 in debt financing through certificates of participation and $1,599,150 from general fund reserves.
