Preliminary plan submittal (25 percent complete) Winter 2001 Right-of-way plan submittal (75 percent complete) Summer 2002 Begin right-of-way and easement negotiations Fall 2003 Final plan submittal (100 percent complete) Winter 2004 Complete right-of-way and easement negotiations; receive Final approval of plans from NCDOT Summer 2005 Begin construction Spring 2007 Complete construction Spring 2008
