Overview To promote orderly planning, Cary and Holly Springs have agreed on a boundary setting out where the towns might grow over time. Cary could explore annexing and providing urban services north and east of the boundary. Holly Springs could do so south and west. State law allows towns to establish such boundaries to avoid conflict and confusion over which town might annex a particular area. No annexation occurs automatically, and the boundary does not necessarily mean that a town can, or will, annex all land on its side. Cary has similar agreements with other jurisdictions, including Raleigh and Apex. Dec. 22, 2003 Update
Cary and Holly Springs approved the utility services agreement in December 2003, establishing a boundary to resolve where the towns could explore growing over time. See a description and map.
The Cary Town Council and Holly Springs Board of Commissioners held public hearings on the proposal during October and early November 2003. Holly Springs approved the agreement Dec. 16, 2003. Cary approved the agreement Dec. 19, 2003.

An extra-territorial jurisdiction request that Cary has filed with Wake County takes into account the boundary negotiated with Holly Springs.
