RECOMMENDATION
|
|
The
applicant requests that two parcels of land adjacent to the Glenaire
community be rezoned so as to become part of Glenaire.
These parcels would be developed in a like manner to Glenaire,
with a density comparable to the existing Glenaire and with the same
architectural standards as the Glenaire community.
The staff recommends approval of the rezoning and Land Use
Plan amendment requests, with the attendant conditions that tie
these two parcels to the Glenaire community.

PROJECT
DESCRIPTION
|
|
This
request will add two lots to the Glenaire Retirement Community
property. Up to four
units will be constructed on these lots, in either one or two-family
dwellings, consistent with the existing Glenaire community.
The
project in contains the following conditions:
·
The plan will eliminate driveway cuts to W. Cornwall Road
and Kildaire Farm Road once new construction is completed so that
entry to cottages will be from within Glenaire campus.
·
A streetscape buffer
of 50’ wide will be provided along Kildaire Farm Road and West
Cornwall Road, using existing plant materials to the maximum extent
practical.
·
This development will
consist of only one-story cottages (single-family or duplex)
consistent with the remainder of the Glenaire Retirement Community,
reflecting an R-12 density.
·
All structures will be architecturally consistent with
the existing Glenaire cottage development.

Change

The change is requested in order to include the two lots
within the Glenaire property and replace the existing structures
(single family homes) with cottages consistent with the architecture
of Glenaire and within the context of a nonprofit continuing care
retirement community.

adopted Land Use Plan identifies the subject area as Low Density
Residential. The
applicant is requesting a change to the land used plan in order to
include the two lots within the Glenaire property and replace the
existing structures (single family homes) with cottages consistent
with the architecture of Glenaire and within the context of a
nonprofit continuing care retirement community.
This request would require a change to the Land Use Plan for
High Density residential consistent with the classification for the
existing Glenaire development.
Staff
supports the amendment to reclassify the tract for Office and
Institutional use for the following reason:
- The inclusion of the 2
remaining lots into the Glenaire Retirement Community allows for
a more compatible use and architecture in completing development
within the quadrant.
