or frequent contact with persons in need of housing assistance.

Wake County
provides up to $5,000 for down payment and closing cost assistance for new home
owners or those who have not owned a home in the past three years. This
assistance is available to those who can qualify for a mortgage and who attend
a home buyer counseling session. Eligible applicant’s household income can not
exceed 80% of the median income adjusted for family size. The latest Area
Median Income (AMI) for the Raleigh-Durham area is $69,900.

This assistance
comes in the form of a zero percent interest, 15-year second mortgage which is
secured by a recorded Deed of Trust as long as the residence is occupied by the
owner/borrower.

The Downtown
Housing Improvement Corporation (DHIC) offers a “one stop” service for
first-time home buyers. Assistance consists of a short orientation session
about the home buying process, workshops on finding the right home, applying
for a mortgage, and provides individual counseling about credit problems.
Habitat for Humanity of Wake County

Provides newly
built homes for qualified families in which both volunteer labor and the
assistance of the owner’s “sweat equity” is included in the construction of the
home. Loans are provided at no interest into a revolving loan fund for
additional homes to be built.
North Carolina Housing Finance Agency

This
self-supporting state agency offers FirstHome Mortgage, a below-market interest
rate mortgage for first-time home buyers with low and moderate incomes. Those
who don’t qualify may be eligible for a Mortgage Credit Certificate, which
reduces tax liability by a percentage of the mortgage interest paid. Offered
through 700 lenders statewide and subject to income limits:
1-2 person
household – $69,500 (in Raleigh/Cary MSA)
3+ person
household – $80,000 (in Raleigh/Cary MSA)
Down payment
assistance also available, subject to lower income limits. A new home price may
not exceed $200,000; an existing home price may not exceed $190,000.

educational program to help build homeownership responsibility through economic
literacy training, credit counseling, and savings plans. Qualified participants
can also obtain matching funds for down payments and closing costs.
Nehemiah Program

Offers eligible
homebuyers one to six percent of the property’s sales price from a local
mortgage company through a national non-profit program. Buyers must have good
credit and have at least one percent of the sales price on hand. Completion of
an on-line homeownership course is required. The seller must contribute one to
six percent of the sales price to the Nehemiah Trust Fund.

assistance for prospective homebuyers for employees of the Town of Cary only.
Applicants must be of a moderate income level and who do not currently own a
home in Cary. Assistance consists of help with down payments and provides a low
interest second mortgage based on need.

Funded under the
Federal Community Development Block Grant (CDBG) program, this project provides
eligible low and moderate income homeowners with rehabilitation assistance on
their homes for an amount of up to $20,000. Technically a deferred loan, there
is no money owed by the homeowner and the deferred loan is forgiven and becomes
a grant after five years. Eligible repairs include roofing, windows and doors,
house siding, plumbing and electrical repairs, stairways, decks and porches,
and other improvements on the existing housing structure.

Provides a list of
affordable apartments for rent throughout Wake County and Raleigh. Also takes
applications for the Section 8 Rental assistance program (leasing vouchers are
provided in which the tenant pays a portion of the rent based on their income).
NOTE: Usually, all Section 8 vouchers are already given out based on the
available budget. However, there is a waiting list for eligible applicants when
a voucher becomes available. This waiting list is estimated at about two years.

AFFORDABLE SENIOR APARTMENTS
in the TOWN OF CARY
Types of Affordable Senior Apartments
There are two types
of affordable housing for seniors in Cary – subsidized and tax-credit
properties. In each case, the property developers receive funding assistance to
construct the apartments in exchange for agreeing to rent the units at
affordable rates. There is a set income limit for seniors desiring to live in
these units which can not be exceeded. These income limits are based on the US
Department of Housing and Urban Development’s (HUD) median income for the area
and is adjusted every few years.
Rent Amounts
For subsidized
apartments, the rents are based on your total income with some allowances for
medical expenses. For tax credit apartments, the rents are all the same but
there is usually a minimum and a maximum income range set for which all seniors
must qualify. Some apartments have an age limit for seniors while others are
open to all seniors.

Note: Recent
indications are that the following affordable apartments for the elderly are
100 percent occupied. However, it is suggested that applications be made and
submitted for the waiting list as some units become vacant from time to time.
