PROJECT TITLE:   Cross-Connection Control – Town Facilities

PROJECT DESCRIPTION:

The Town’s adopted cross-connection control program and ordinance protects the public water system from contamination by preventing non-potable water or water of questionable quality from back-flowing through any water service connection into the public water system.

 

The key feature in providing this protection is a back-flow prevention device that is installed on a water service.  The Town’s program states that all new residential and non-residential water services requiring Town water must have an appropriate back-flow prevention device installed prior to water service activation.  It also states that all existing non-residential water services that do not have an appropriate back-flow prevention device are required to retrofit the appropriate back-flow prevention device.  This capital project provides for the appropriate retrofits on Town facility water connections.

 

During FY 2006, approximately one-third of the Town’s water service sites were retrofit.  Twenty back-flow prevention devices were also installed at high risk locations (sewer plants, pump stations, etc.) in FY 2007.  There are approximately 30 locations remaining that require installation of such devices.  Most of these sites will require larger, more costly one, five and two-inch devices.

 

Total project cost for this initiative is estimated to be $254,100.  A total of $185,400 was appropriated through FY 2008.  The FY 2009 appropriation of $68,700 represents the final year of funding necessary to retro-fit remaining Town sites.

 

PROJECT JUSTIFICATION:

The work accomplished via this capital project brings Town of Cary facilities into compliance with the Town’s cross-connection control ordinance and policy.
