PROJECT TITLE:   Cary/Apex Water Treatment Plant

                                    Sodium Hypochlorite Tank Replacement

RESPONSIBLE DEPARTMENT:   Public Works/Utilities

PROJECT FUNDING:   $75,000

FIRST YEAR ESTIMATED OPERATING COSTS:   None

PROJECT DESCRIPTION:

This project provides for the phased replacement of the four hypochlorite tanks located at the Cary/Apex Water Treatment Plant.  The plant originally had three sodium hypochlorite tans.  A fourth tank was added in FY 2007.  The replacement plan provides for the phased replacement of the three original tanks at the rate of one per year from FY 2008 to FY 2010.

As with all Cary/Apex Water Treatment Plant projects, the Town of Apex is responsible for 23% of the project cost, while the Town of Cary addresses the remaining 77%.  Total project cost is estimated to be $285,000.  $60,000 was appropriated in FY 2007 for the addition of the fourth tank.  An additional $70,000 was appropriated in FY 2008 for the replacement of one of the three original tanks.  The FY 2009 appropriation of $75,000 provides for the replacement of the second of three original tanks.  Funding in the amount of $80,000 in FY 2010 will be necessary for the replacement of the third original sodium hypochlorite tank.

PROJECT JUSTIFICATION:

A leak was detected in one of the three existing sodium hypochlorite tanks at the Cary/Apex Water Treatment Plant.  It was determined that the leak was related to degradation of the fiberglass within the tank walls.  Sodium hypochlorite is a highly corrosive chemical used for disinfection in the water treatment process.  During the design of the sodium hypochlorite facility, it was recommended that storage tanks for this chemical be replaced every seven years in order to minimize the risk of severe leak or tank failure.  The three original storage tanks were installed in early 2001.
