The Town Manager's Office is responsible for implementing Town Council policies and for overseeing all operational departments. The manager's office ensures implementation of local, state and federal laws and regulations. It includes public information and budgeting to link council objectives, citizen communication, and fiscal and programmatic policy.

Budget

Budgeting responsibilities include directing the planning, development, and execution of the Town’s annual operating budget and capital improvements budget. Duties include council goal-setting, funding source identification, revenue and expenditure forecasts, and Town-wide projects such as performance measurement and operational studies.

Public Information

The public information officer develops a comprehensive communication plan [html] [pdf] on programs, services and special areas of interest. The public information officer develops procedures to ensure Town staff's consistency in communication. Other duties include:

  • Developing techniques to enhance accessibility of Town information
  • Promoting the mission, goals and objectives of Town programs and services
  • Negotiating and overseeing cable TV contracts
  • Recommending and overseeing communication techniques involving the Internet, news releases, advertising and the government access television channel.

24-Hour Town Hall
With the help of a touch-tone phone, citizens may get answers to questions about Town of Cary services at any time by using Cary's 24-Hour Town hall service. Dial (919) 319-4500 to access an automated system of over 250 prerecorded messages. You can choose up to four messages in one call.

The same messages are available on TDD by dialing (919) 319-4505. For a hardcopy index to the message topics, call the Town's Public Information Officer at (919) 460-4951. That index will also soon be available on line.

Cable TV Regulation
The Town oversees cable television service according to state law and Federal Communications Commission regulations. Because of an “effective competition” declaration by the FCC, the Town cannot regulate cable television rates or charges.

Town of Cary Provisions – The Town Council revised its Cable Communications Ordinance and approved a new franchise agreement with Time Warner in summer 2004. The ordinance and franchise agreement have technical and service provisions consistent with state and federal law.

Under FCC rules, the Town could not deny Time Warner’s request for franchise renewal. However, the Town can entertain proposals from other companies that, at any time, may want to compete in Cary.

Speaker’s Bureau
The Town of Cary operates a Speakers Bureau which provides Town staff members as guest speakers to clubs and civic organizations. There is no charge for this service. Cary's Speakers Bureau is coordinated by the Public Information Officer in the Town Manager's Office. The Speakers Bureau program is currently being revised to offer a broader range of topics for address. To schedule a speaker, contact the Town's PIO at (919) 460-4951.

Holiday Celebrations
The Town of Cary does not ordinarily exercise authority over calendar holidays. In Cary, holidays and other special calendar days are generally celebrated on the date on which the calendar shows that holiday.

For example, if Halloween -- October 31st -- falls on a Sunday, the Town of Cary will not move the celebration of Halloween to a different day.
