| Administration includes the Town Manager's Office, Budget, and Public Information. The Manager is the chief administrator and is responsible for implementing Town Council policies. Public Information handles the Web site and Town Hall TV programming. Engineering oversees infrastructure development and is responsible for capital improvement projects involving streets, storm water management and water and sewer systems. Finance responsibilities include accounting, debt administration, payroll, utility billing and collection, and purchasing. In 1998, the Town of Cary achieved a Triple A credit rating, the best possible. Fire protects the community during emergencies, enforces fire code ordinances, and provides education in fire safety. The department received national accreditation from the Commission on Fire Accreditation International in 1999. Human Resources advises management on recruitment and hiring. Responsibilities include classification and pay, employee relations, equal employment opportunities, training, benefits and employee safety. Inspections & Permits handles building, mechanical, electrical, and plumbing code inspections. It enforces minimum housing standards, and reviews construction plans and street address changes. Parks, Recreation & Cultural Resources provides a variety of recreation, sports, environmental, historical and cultural arts programs. It develops and maintains a system of parks and greenway trails, community centers, athletic fields and other facilities. Planning prepares growth management policies; land use, transportation and housing plans; analyzes demographics; and maintains maps. It handles zoning, annexation, development plan review, and sign and temporary use permits. Police protect life and property through enforcement and prevention with programs including animal control, school resource officers, Neighborhood Watch and the Citizens Police Academy. The department was nationally accredited in 1992. Public Works & Utilities is responsible for providing a safe and adequate water supply to Cary and Apex. The department also maintains Town buildings, grounds, streets and vehicles; and collects solid waste for residential and some commercial customers. wn staff in the management of information technology to provide better and more cost-effective service. Technology Services serves as a consultant to the Town Council, Town manager, and other departments in the management and use of information technology. Responsibilities include tools and training for data analysis; creation, development, maintenance, training, and exchange of spatial or geographic information; and support for all areas of communication, including voice, radio and data. The Town Clerk gives notice of Town Council meetings, prepares the agenda and records proceedings. The clerk is custodian of all permanent Town records and keeps track of appointments and terms for boards and commissions. The Town Attorney is the legal advisor for Town Council and staff. The Town Attorney does not provide legal services for any outside citizens, groups, or businesses. |
