SWIFT CREEK GREENWAY PEDESTRIAN BRIDGE AND CONNECTING TRAILS

ENGINEERING SERVICES

INTRODUCTION:

This project includes the design of a missing trail segment to link Swift Creek and Symphony Lake Greenways.  Currently, the Swift Creek Greenway terminates at Regency Parkway, without a safe way to access Symphony Lake, a distance of .38 miles.  The proposed trail segment will begin where the current Swift Creek Greenway terminates at Regency Park and extend across Swift Creek and will cross at the signalized crossing at Regency Parkway and Ederlee Drive.   

 

It is expected the existing Swift Creek Greenway will need to be realigned in order to connect to the new pedestrian bridge as well as the existing sidewalk.   The pedestrian bridge will be constructed adjacent to Regency Parkway auto bridge, where it crosses over Swift Creek.  The new portion of the trail that will connect to the signalized crossing is planned to be a multi-use path adjacent to Regency Parkway. 

 

Construction funding will be requested in early January 2009 via the FY 2010 capital budgeting process based on cost estimates developed in this project. 

 

Location: Regency Parkway between the current terminus point of the Swift Creek Greenway and the signalized intersection.

 

SCOPE OF SERVICES:

  1. The Town has an existing CAD file of Ederlee Drive/Regency Parkway which may be used.
  2. Provide a complete survey in order to complete the project.
  3. Provide all engineering services to design a pedestrian bridge crossing over the Swift Creek.  Minimum services to complete construction documents include:
    • Providing a No-Rise Certificate for the pedestrian bridge crossing
    • Providing all required engineering services for the bridge and trails including any necessary geotechnical studies
    • Present options to staff for bridge design. 
    • Design connecting trails to the bridge which connect to existing sidewalks and the existing Swift Creek Greenway
  4. Minimum Pre-manufactured Bridge Design Requirements

Bridge Finish: Weathering steel or comparable

Bridge Deck: Ironwood or Concrete

Camber: Max allowed by ADA

Width: 12’ wide

Design Code: AASTHO Pedestrian Guide Spec

Vehicular Loading: Not required due to good access from either side

 

  1. Provide all technical specifications for the project. Town Staff will prepare front end documents.
  2. Provide all necessary bid coordination
  3. Provide all necessary construction administration
  4. Provide an easement plat and written deed description for the multi-use path adjacent to Regency Parkway.
  5. Prepare cost estimates throughout the project
  6. Prepare all permitting documents necessary for approval of the project. 
  7. Meet with Town Staff as needed throughout the project.

 

ADDITIONAL INFORMATION:

  1. All travel, phone, fax, mail and incidental printing are to be included in the basic fee.

 

  1. The Consultant shall provide a detailed rate chart of all hourly rates, by categories, and any reimbursable unit cost items that would normally be expected to be used where additional services beyond the scope of work provided in a professional services agreement may be desired by the Town.

 

  1. Standard Services Contract - A professional services contract will must include the following provision:

 

For the selected firm(s), the Town of Cary requires that the final approved contract for professional services specify that the consulting firm agrees to indemnify and hold the Town of Cary harmless from and against any and all claims, losses, liabilities, costs, expenses, charges, and damages arising from, or relating to, the contractual agreement, including but not limited to attorney’s fees, with respect to any cause arising out of, resulting from, or in connection with (a) any breach by the consulting firm of any clause, condition or provision of the contract; (b) any breach or violation by the consulting firm of any applicable criminal or civil law; or (c) any other cause resulting from any act or failure to act by the consulting firm in accordance with the contract.  The consulting firm shall promptly assume the defense of any claim, suit or action within the scope of this indemnification at its expense, upon being notified thereof.

 

4.      Dissemination of Information – The signed contract with the Town will include the following requirement:  “It is expressly agreed and understood that the Engineer or Architect shall not at any time publicly disseminate any information concerning the Project without prior approval from the OWNER.  Such approval will not be unreasonably withheld but may be given with certain stipulations, such as Owner participation in the creation of the public product or OWNER review and the option to refuse ultimate release of the final product should it fail to meet the OWNER’s standards and goals.  Public dissemination includes but is not limited to electronic, video, audio, photographic or hard copy materials serving as, in whole or part, professional papers or presentations, news releases, articles, or other media products, and/or Engineer or Architect’s business collateral pieces.”

 

5.      Web Site Accessibility and Americans with Disabilities Act - With the Internet serving as its primary communications vehicle, the Town of Cary is committed to making the information on its web site (www.townofcary.org) accessible to the widest variety of users, including those with disabilities.  In this regard and in keeping with the Americans with Disabilities Act, it is expressly agreed and understood that the Consultant will provide an HTML-ready version of – and concurrently with its delivery of – any final report, brochure, or other written document required under the scope of this Agreement.  In addition, any graphics, photos, or other images part of the HTML file must be identified with an appropriate alternative text tag of no more than 32 characters.

 

 

CONTENT AND FORMAT OF PROPOSALS:

All proposals shall include, at a minimum, the following information:

1.      Firm address, telephone number, fax number, and email address of main contact person.

2.      Year in which firm was established and any former names under which the firm has operated.

3.      Name, experience and office location of all personnel who will be assigned to this project.

4.      Qualifications of firm for this project.

5.      Proposed time schedule for this work.

6.      Total fee estimate. 

7.      Three references.

1.      Capability of firm to perform desired work.

2.      Experience of personnel assigned to the project.

5.      Design Fee - The Town of Cary will consider fee in its overall evaluation of the proposals.  The Town of Cary has exempted this project from the provisions of North Carolina General Statute 143-64.31 as it is in the best interests of the Town of Cary and its citizens to procure these services through a process of open competition. 

6.      Must certify that the consultant will provide the following minimum insurance coverage’s prior to execution of the services contract:

Automobile Liability $2,000,000

Umbrella                $5,000,000

Professional Liability $1,000,000

 

The Town of Cary shall be named as additional insured for General Liability.

 

The Town of Cary reserves the right to reject any and all proposals.
