The Utility Board of Adjustment (UBOA) consists of five citizen volunteers from within the Town’s corporate limits. The UBOA reviews customers’ contested utility bills. The UBOA members have received training from staff in utility service, metering and billing matters. The UBOA conducted one regular meeting between January and December 2006.

The Board conducted a fair and thorough review of the circumstances surrounding a contested utility bill based on staff reports of factual information, customers’ documented requests and oral presentations by both staff and the utility customers.  In accordance with the policy, the Board considered unusual situations and considered granting an adjustment when necessary to ensure customer equity and fair treatment while maintaining the integrity of the entire rate structure, billing system and customer policies necessary to the fiscal health of the utility.

The Utility Board of Adjustment heard fewer cases in 2006 than in any other year even though the meter population increased approximately 25% as a result of the Morrisville merger, continued growth and increased demand for irrigation meters.  If the advanced meter reading project moves ahead as forecasted the caseload may remain low because staff will be able to offer customers usage data in six hour increments of time that should provide significant insight about water consumption and bill justification.
