Approval of the October 10, 2007 Meeting Minutes

Motion to approve made by Nathaniel Parker Seconded by Andy Hadsell.

Minutes were approved unanimously by a vote of 5-0.

07-SP-030: Cary First United Methodist Parking Expansion  

 

 

 

 

 

 

 

 

 

 

 

Mr. Andy Hadsell made a motion to open the floor for discussion on this previously tabled item.  

Motion was seconded by Mr. Nathaniel Park.

 Motion was approved unanimously by a vote of 5-0.

Mr. Bob Benfield, case manager, reviewed the concerns voiced by the commission at the October 10th meeting.  In addressing those concerns, the following information was provided:

·     A town arborist visited the site to evaluate the health and location of the champion trees.  Trees 7 & 8 (indicated on the site plan) were chosen as the ideal trees to save.

·     The applicant supplied an alternate site plan illustrating a new parking lot configuration to include trees 7 & 8.   

Commission member, Mr. Thomas Gruber, provided sketch plans for the applicant's consideration illustrating possible site design alternative that would allow the two champion trees to be saved.

Michael Allen, with Mulkey Engineering & Consultants, discussed on behalf of the applicant, the church’s intent for a future gymnasium on site.  The parking lot design is currently configured to accommodate this expansion.  

Mr. Richard Redfoot & Mr. Andy Hadsell expressed concerns with the applicant’s lack of effort to reconfigure the plan or address the Commission’s concerns noted at the October 10th meeting.  

Motion made by Nathaniel Parker to forward the plan to Town Council for approval with the following conditions:

·     Town Council confirm that trees 7 & 8 are champion trees and warrant preservation

·     If Town Council finds that trees 7 & 8 are champion trees and warrant preservation, the site plan must be modified to preserve trees 7 & 8.  

Motion was seconded by Kelly Commiskey .

Motion Carried with a vote 5-1.
