Project Description:

The site is located within Bond Park near the corner of Maury O Dell Place and High House Road. The site will be accessed by two drives off Maury O Dell Place. The plans propose a 16,118 square foot facility on 9.2 acres. The building will be constructed of gray and off-white brick to match the Community Center #2 currently under construction. The area is zoned R-30 and R-30 PUD. The property is inside Cary’s town limits.

Review Summary:

Zoning compliance

Description The plans comply with all zoning requirements. Be advised that the site plan will be subject to Major Special Use approval by the Town Council. Since the site has been classifed as a recreation center, the R-30 zoning district requires this type of land use to obtain a major special use permit.

Transportation

Description The project is not anticipated to generate enough daily or peak hour traffic to warrant a traffic impact analysis report. The project is expected to have a minimal traffic impact on the adjacent roadway system.

Landscape

Description The plan complies with all landscape requirements.

Building Elevations

Description The plans proposed a single story facility composed of gray and off-white masonry and a green metal roof. All exterior materials and colors will match the Community Center #2 currently under construction.

Appearance Commission Recommendations:

The Appearance Commission had the following comments:
  • Clearly show on the plans that all exterior materials and colors will match the Community Center #2.
  • Ensure pole lights will match the Community Center #2.
  • Support lighting all internal trails within Bond Park.
  • Provide a sidewalk along Maury O Dell Place, preferably along the eastern side. This sidewalk should extend from High House Road down to both the Senior Center and the Community Center. Also provide a pedestrian crosswalk between the Community Center and the Senior Center.

The plans comply with the majority of recommendations from the Appearance Commission. The Appearance Commission’s recommendation to light the internal trails has been forwarded to the Parks, Recreation & Cultural Resources Department for their consideration. In addition, the recommendation for a sidewalk along Maury O Dell Place has been forwarded to the applicant to incorporate into the plan. However, at the time of this writing, the plans have not yet been revised to show the sidewalk.

Staff Recommendation:

Staff recommends approval of the site plan and the special use permit subject to providing a pedestrian crosswalk and a sidewalk along Maury O Dell Place.
