A.  CALL TO ORDER (Chairman Dawson)

B.  APPROVAL OF THE MINUTES OF THE August 15, 2005  MEETING

Christy Perrin made a motion to approve the August 15, 2005 minutes. 
This was seconded by Christopher Brooks, and the motion passed by a
vote of 9-0.

C.  TOWN COUNCIL REPORT 

      1.  Town Council Meetings August 25 and September 8, 2005 
           Jeff Ulma presented the report for Council Member Robinson.

 D.  REZONINGS, LAND USE PLAN AMENDMENTS, AND CONCEPT
     
PLANS FOR PUBLIC HEARING AND ACTION:

      Please adhere to the following guidelines:

·     Proceed to the podium and state your name clearly.

·     Public testimony is limited to comments on new or substantially 
changed aspects of the
request which have occurred following the public hearing held by
the Town Council.

·     Be concise; avoid repetition; limit comments to five minutes or less, 
and designate a spokesperson for large groups.

·      Following your presentation, print your name on a form provided by
 the Board Secretary to ensure the official record reflects the correct
 information.

·      Provide the Board Secretary any documents or materials presented 
 to the Board.

      1.  A.  Comprehensive Transportation Plan Amendments PL05-038B
                (Public Hearing Required) (Juliet Andes) 

Carla Sadtler made amotion to approve the comprehensive tramsportation
plan amendments.  This was seconded by Christy Perrin, and the motion
passed by a vote of 9-0.

      2.  Highcroft Village
           A.  Land Use Plan Amendment 05-LPA-08 (Public Hearing Required)

           B.  Highcroft Village Planned Development District 05-REZ-20 (Public
                Hearing Required (Bob Benfield)

      A.  Lori Bush made a motion to approve the land use plan amendment.
     This was seconded by Matthew Danielson, and the motion passed by
     a vote of 9-0.

      B.  Lori Bush made a motion to approve Highcroft Village PDD. This was 
     seconded by Christy Perrin and the motion passed by a vote of 9-0.

      Because Morrisville Parkway is not proposed to connect 
to any existing roadway to provide a second source of access for the
development, the Planning & Zoning Board asked when a second means
of access would be required.  Staff advised that a second source of 
access would have to be provided prior to occupancy of more than
100 dwelling units.  The initial source of access would be from
Green Hope School Road.

      3.  Franks Farm
           A.  Land Use Plan Amendment 05-LPA-11 (Public Hearing Required)

           B.  Land Use Plan Amendment  05-LPA-09 (Public Hearing Required)

           C.  Franks Farm Planned Development District 05-REZ-21
                (Public Hearing Required)

           D.  Franks Farm Activity Center Concept Plan  05-AC-006  
                (No Public Hearing Required)

           E.  Franks Farm Activity Center Overlay District 05-REZ-22
                (No Public Hearing Required) (Angela Reincke)

          A.  Stephen Goodridge made a motion to deny 05-LPA-11.  This was
               seconded by Lori Bush, and the motion passed by a vote of 6-3.
              
Christopher Brooks, Wally Dawson, and Harry Baulch voted against
               Stephen’s motion to deny.  

    B.  Carla Sadtler made a motion to deny land use plan amendment
    05-LPA-09. This was seconded by Kelly Commiskey, and the motion
    passed by a vote of 6-3.  Christopher Brooks, Wally Dawson, and
    Harry Baulch voted against Carla’s motion to deny.

    C.  Carla Sadtler made a motion to deny Franks Farm PDD.  This was
   seconded by Matthew Danielson, and the motion passed by a vote
   of 6-3.  Christopher Brooks, Wally Dawson, and Harry Baulch voted
   against Carla’s motion to deny.

    D.  Carla Sadtler made a motion to deny Franks Farm ACCP.  This was
   seconded by Lori Bush, and the motion passed by a vote of 6-3.

   Carla’s motion to deny.

    E.  Carla Sadtler made a motion to deny Franks Farm ACOD.  This was
   seconded by Lori Bush, and the motion passed by a vote of 6-3.  
  
Christopher Brooks, Wally Dawson, and Harry Baulch voted against 
   Carla’s motion to deny.

4.  Horton (At the request of the applicant, this item has been tabled until
     the October 24, 2005 Planning and Zoning Board Meeting.)
     A.  Land Use Plan Amendment 05-LPA-07 (Public Hearing Required)

           B.  Land Use Plan Amendment 05-LPA-10 (Public Hearing Required)

           C.  Horton Planned Development District 05-REZ-11 (Public Hearing

Kelly Commiskey made a motion to table Horton until the October 24, 2005
Planning and Zoning Board meeting.  This was seconded by Matthew Danielson,
and the motion passed by a vote of 9-0.

      5.  Wrennwood
           A.  Land Use Plan Amendment 05-LPA-04 (Public Hearing Required)

           B.  Wrennwood Activity Center Concept Plan 05-AC-004 (No Public
                Hearing Required) (Bob Benfield)

     A.  Christy Perrin made a motion to approve land use plan amendment
    Option 2. This was seconded by Carla Sadtler, and the motion passed
    by a vote of 8-1.  Matthew Danielson voted against approval of the motion.

     B.  Christy Perrin made a motion to approve Wrennwood Activity Center
    Concept Plan Option 2.  This was seconded by Carla Sadtler, and
    the motion passed by a vote of 9-0.
