A.  CALL TO ORDER (Chairman Dawson)  

Present:  Kelly Commiskey, Christopher Brooks, Steven Goodridge,
               Lori Bush, Wally Dawson, Christy Perrin, Matthew Danielson,

Absent:  Carla Sadtler, William Lyke

B.  APPROVAL OF THE MINUTES OF THE February 21, 2005 MEETING 
    
Christopher Brooks made a motion to recommend approval of the
     minutes, Lori Bush seconded and the Board approved unanimously 8-0.  

C.  TOWN COUNCIL REPORT  

     1.  Town Council Meeting February 24, 2005 (Council Member Robinson)  

D.  LAND DEVELOPMENT ORDINANCE (LDO) AMENDMENT FOR ACTION     

                 1.  LAND DEVELOPMENT ORDINANCE Round 4 – PL05-021b
                      (Angela Reincke)          

          Angela Reincke requested that this be tabled until the April 18, 2005
          Planning and Zoning Board meeting. The Town of Cary Legal
          department wants further review.

          Steven Goodridge made a motion to table the Land Development
          Ordinance Round 4 per staff recommendation, Kelly Commiskey
          seconded and the Board approved unanimously 8-0.  

E.  SITE/SUBDIVISION PLAN  

      1.  Site Plan 04-SP-178 Triangle Aquatics (Beth Lewis)          

Matthew Danielson made a motion to recommend approval of the site plan
in support of staff’s recommendation, Christopher Brooks seconded and
the Board approved unanimously 8-0. The Board discussed shared parking
with the Cary Town Mall and the request for reduction in parking spaces.
 

F.  REZONINGS, LAND USE PLAN AMENDMENTS, AND CONCEPT 
     PLANS FOR PUBLIC
  HEARING AND ACTION:
 

     Please adhere to the following guidelines:  

·     Proceed to the podium and state your name clearly.

·     Public testimony is limited to comments on new or substantially changed aspects of the
request which have occurred following the public hearing held by the Town Council.

·     Be concise; avoid repetition; limit comments to five minutes or less, and designate a
spokesperson for large groups.

·     Following your presentation, print your name on a form provided by the
Board Secretary to ensure the official record reflects the correct information.

·     Provide the Board Secretary any documents or materials presented to the Board.   

      1.  Rezoning 04-REZ-24 Turner Creek Planned Development District (PDD)
           (Angela Reincke)

Steven Goodridge made a motion to deny staff’s recommendation and
Lori Bush seconded. Steven Goodridge withdraws the motion after
discussion.  Kelly Commiskey made a motion to approve up to 
300 units total, Harry Baulch seconded.  The Board approved
6-2 (Matthew Danielson and Lori Bush voted no).  Matthew Danielson felt
there was not enough public input into the new motion.

The Planning and Zoning Board summarized the resident concerns
into four focus areas.  The main issues were:  Connectivity and Access,
Density, Schools and LDO/SWAP requirements.

      2.  Rezoning 04-REZ-25 Gabel Farms Planned Development 
           District (PDD) and Land Use Plan Amendment 04-LPA-17
           (Beth Lewis)
           *Applicant has withdrawn 04-LPA-17 since Gabel Farms now
            meets the guidelines of the Northwest and Southwest Area Plans.

Matthew Danielson made a motion to approve staff’s recommendation,
Christy Perrin seconded and the Board approved
unanimously 8-0. No significant discussion.

      3.  Rezoning 04-REZ-27 (Medfield) (Beth Lewis)          

Lori Bush made a motion to approve staff’s recommendation, Kelly
Commiskey seconded and the Board approved unanimously 8-0.
No significant discussion.   

      4.  Rezoning 04-REZ-28 (Mt Zion) (Bob Benfield)          

Lori Bush made a motion to approve staff’s recommendation,
seconded by Matthew Danielson and the Board approved
unanimously 8-0. No significant discussion.
