CALL TO ORDER               

Present:  Carla Sadtler, Christopher Brooks, Matthew Danielson, William Lyke, Wally Dawson, Ervin Portman  

Absent:  Christy Perrin, Steven Goodridge, Lori Bush  

Staff Present:  Jeff Ulma, Travis Morehead, Angela Reincke, Ricky Barker, JW Shearin, Beth Lewis, Philip Smith, Bob Benfield, Doug McRainey, Terry Warren, Brenda Culbertson  

APPROVAL OF THE MINUTES OF THE November 15, 2004 MEETING
Carla Sadtler made a motion to recommend approval of the minutes, Matthew Danielson seconded and the Board approved unanimously 6-0.  

TOWN COUNCIL REPORT

1.  TOWN COUNCIL MEETING November 18, 2004

LAND DEVELOPMENT ORDINANCE (LDO) AMENDMENT FOR ACTION:

1.  LAND DEVELOPMENT ORDINANCE Round 3    

Christopher Brooks made a motion to recommend approval of the Land Development Ordinance Round 3 amendments with the exception of the political signs and parking on residential lots (P&Z supported staff’s recommendation to remove the parking on residential lots from the amendments).  The motion was seconded by Carla Sadtler and approved 6-0. Ervin Portman made a motion to recommend approval of the political sign related amendments as recommended by staff.  (This recommendation includes one (1) sign per individual lot or parcel for each candidate for office or side of a ballot measure or issue).  Carla Sadtler seconded and the Board approved 5-1 (Christopher Brooks voted no due to first amendment issues.)  

REZONINGS, LAND USE PLAN AMENDMENTS, AND CONCEPT PLANS FOR PUBLIC HEARING AND ACTION:  

1A.  04-AC-005 NW MAYNARD ROAD      

        AND  

1B.   LAND USE PLAN AMENDMENT 04-LPA-13
Carla Sadtler made a motion to recommend approval of the activity center concept plan and the land use plan amendment, William Lyke seconded and the Board approved unanimously 6-0.   

2.  REZONING PETITION 04-REZ-17 Ten Ten Road  
 Wally Dawson made a motion to recommend approval of the rezoning petition with condition 9 reinstated (against staff recommendation) and approval of all other conditions.  Motion was seconded by Christopher Brooks and the vote was tied 3-3 (William Lyke, Ervin Portman, and Carla Sadtler voted no). 

 3. REZONING PETITION 04-REZ-19 Regency Park Planned Development District (PDD) AND LAND USE PLAN AMENDMENT 04-LPA-15 
Ervin Portman made a motion to recommend approval of the rezoning petition, William Lyke seconded the motion and the Board voted 4-2 (Matthew Danielson and Christopher Brooks voted no).

4.  REZONING PETITION 04-REZ-20 Lake Drive
Matthew Danielson made a motion to recommend approval of the rezoning petition, William Lyke seconded the motion and the Board unanimously approved 6-0.

1.  Appointment of Planning Board Liaison(s) for NC 55 Activity Center Concept Plan
Chairman Dawson appointed Christopher Brooks and Lori Bush to serve as liaisons.
