Item 1

Call to Order

Board members present: Carla Sadtler, Edward Yerha, Mike Zaccardo, Paul Broderick, Don Hyatt, Ervin Portman, Wally Dawson, Steven Goodridge and June Schmidt.

Board members absent: Christy Perrin

Staff present: Jeff Ulma, Ricky Barker, Chris Simpson, JW Shearin, Jim Parajon, Suzanne Prince, Tom Horstman, Tammy Spivey, Dick Moore, Doug McRainey, Philip Myers and Joanne Gunther.

Item 2 Approval of the minutes of the October 21, 2002 meeting. Mr. Goodridge made a motion to approve the minutes, which was seconded by Mr. Broderick, and the Board voted (9-0).
Item 3 Town Council Report

Town Council meetings of October 24, 2002 Provided by Council Member Harold Weinbrecht.
Item 4 Rezoning(s) for Action:
02-REZ-11 - Weston PUD Amendment - Applicant is requesting that this item be tabled until the December 16, 2002 Planning and Zoning Board meeting. Mr. Goodridge made a motion to table this item until the December 16, 2002 Planning and Zoning Board meeting, which was seconded by Mr. Dawson, and the Board voted (9-0).
02-REZ-15 - Glenkirk PUD Amendment - A request by Jerry Turner and Associates, Inc., for the owners, George Waldo Rood Family Trust, to rezone property from Residential-30 District to Residential-30 Planned Unit Development. The 79.12-acre property is located north of the Weatherstone Planned Unit Development and NW Maynard Road, south of Preston Reserve Apartments and James Jackson Avenue, and east of NW Cary Parkway. Mr. Broderick made a motion to forward to Council for approval, which was seconded by Mr. Portman, and the Board voted (8-1) with Mr. Dawson having the dissenting vote.
Item 5 Ordinance Amendments:
PL03-013a - Text Amendment  To Add Trade Schools as a Use to the O&I and B-2 Districts and Modify Definition for "Trade School" and "College". Mr. Hyatt made a motion to forward to Council for approval with Option 2, which was seconded by Ms. Schmidt, and the Board voted (6-3) with Mr. Portman, Mr. Zaccardo and Mr. Broderick having the dissenting votes.
Item 6 Planning Matters for Action:
PL03-015b - Community Appearance Manual Mr. Dawson made a motion to forward to Council for approval, which was seconded by Mr. Hyatt, and the Board voted (9-0).
Item 7 New/Old Business:
LDO work sessions to be held in January, February and March.
