Call to Order

Council Member Present: Nels Roseland

Approval of the minutes of the April 16th meeting.

Board voted (10-0) to approve the minutes.

Item 3

Town Council Report

a)  Town Council meetings of April 26, 2001 and May 10, 2001

Council Member Nels Roseland presented the Town Council reports

Item 4

Ordinance Amendments:

a) (PL01-035B) Ordinance Amendment:  Adequate Public Facilities for Roads and Transportation Development Fees.

Board voted (10-0) to approve the ordinance with the following change:  Section 16.1.12 Refunds:  change fifteen back to six years.

Item 5

 Rezonings to be referred to Town Council for a time extension:

01-REZ-02/01-LPA-01:  Application by George Fortunes to rezone property from Residential-12 zoning district to Office and Institutional Conditional Use zoning district. This rezoning request involves a 0.30 acres of a 3.63-acre parcel and is located southwest of the intersection of Kilmayne Drive and SW Maynard Road.

Board voted (10-0) to forward to Council for an extension

Rezonings for Discussion

a)  00-REZ-37/00-LPA-20:  Consideration of a request by the applicant, Salem Castles, Inc., to rezone 7.77 acres of property from Residential Mutli-Family-12 Conditional Use District to Business-2 Conditional Use District. The property is located south of E. Chatham Street, east of Madsen Motor Company and west of the proposed Capital Area Soccer League soccer park.

Board voted (10-0) to forward to Council for approval.
b)  01-REZ-03/01-LPA-03:  Consideration of a request by the applicant, Duke-Weeks Realty, Inc., to rezone property from Business-2 District to Planned Employment Center District. The property is located along the north side of Gateway Centre Boulevard and contains 33.32 acres.

Board voted (10-0) to forward to Council for approval

c)  01-REZ-06/01-LPA-06:  Consideration of a request by the property owner, J. Gregory Poole, Jr. to rezone 13.40 acres of property in the northeast quadrant of the intersection of Edinburgh Drive and Highway 64 from Office and Institutional District to Residential-Multi-Family-8 Conditional Use District.

Board voted (10-0) to forward to Council for approval.

 Site/Subdivision Plans for Discussion:

a)  01-SP-060:  Recreation Center to be used as a Teen Dance Club in the existing building located at 300 E. Durham Road.

Board voted (10-0) to forward to Council for approval with a request for a waiver from the sidewalk requirement along East Durham Road and Bowden Street.

b)  01-SP-005:  Good Hope Baptist Church

Board voted (10-0) to forward to Council for approval with a recommendation to maintain a 30ft streetscape along Good Hope Church Road.

c) 01-SP-037:  Waldo Street Townhomes

Board voted (9-1) to forward to Council for approval.

Informational Items (the following rezonings have been withdrawn)

a)  01-REZ-04 / 01-LPA-04: Consideration of a request by the property owners, Frederick M. Reigher, Jr., Frances W. Reigher and Betsy J. Wiggs, to rezone landlocked parcels behind 1233 Kingston Ridge Road from Office and Institutional District to Residential-12 District. The property contains 1.74 acres.

b)  01-REZ-07/01-LPA-07:  Consideration of a request by the applicant, Robert E. Tucker, to rezone 1.39 acres of property located at 1219 Walnut Street from Residential-12 District to Business-2 Conditional Use District.
