PROJECT DESCRIPTION

The plans propose a two-story office and restaurant building containing 11,020 square feet. The site contains 1.14 acres, and is zoned Town Center District - Mixed Use (MXD) which allows a range of uses including residential, office and retail. The site proposes an outdoor seating area and will provide 57 parking spaces located to the rear of the building.

Considering the unique nature of the downtown, certain development requirements are not applicable within the Town Center district, such as:

  • The required number of off-site parking spaces may be reduced up to 50 percent provided there is adequate on-street parking available. The Westbrook plan, however, complies with minimum parking requirements.
  • Streetscapes and buffer requirements may be reduced or waived, but street tree plantings and screening from adjoining properties must be consistent with Downtown Design Guidelines.

The Town Center Design Guidelines provide for:

  • Buildings located close to the street right-of-way and sidewalk, with parking located behind the buildings.
  • Architectural form, facades, materials, and colors that complement adjoining properties and eliminate blank walls.
  • Placement of parking to the side or rear of building.
  • Encourages on-street parking.
  • Saving specimen trees.
  • Landscaping: streetscape, appropriate screening from adjoining properties, screening of parking areas, foundation plantings, and accent planting.

Building Size: 11,020 square feet

Building Materials & colors: Red common brick with autumn blend brick accents. Green accent tiles and stone colored porcelain columns accent the south side of the building. All entrances and storefronts will have fabric awnings in compliance with Town standards.

 

TRAFFIC

An office building of 5,500 square feet and 5,500 square feet restaurant, during the AM peak hour, would generate 60 trips and the PM peak hour would generate 68 trips. The ADT volume is 777 trips per day.

No Traffic Impact Study is required.

ROADWAY DESIGN

The Town’s Comprehensive Transportation Plan requires East Chatham Street to have an ultimate 69’ back-to-back cross-section within a 91’ right-of-way along the project frontage. The developer is required to widen the street and dedicate right-of-way along the project frontage in conformance with the Town’s Transportation Plan. The project design plans reflect this requirement.
