PROJECT DESCRIPTION

The plans propose a traditional cemetery that would also contain a mausoleum, two columbariums, two gazebos, and an area centrally located reserved for a sculpture. The cemetery would contain approximately 20,105 burial plots. The plans include roadway improvements, sidewalk installation along Green Hope School Road, and an extension of the sidewalk into the cemetery from Green Hope School Road. The cemetery would contain 30 acres of a larger tract containing 48.42 acres, with the western portion of the property remaining undeveloped and reserved for future undesignated development. The property is zoned Residential -40 (R-40), which allows a cemetery as a major special use approved by the Town Council. The property is currently outside Cary's town limits. An annexation petition was submitted and is being processed concurrent with the development plan.

The plan submitted is a Sketch Plan, and as such, does not include sufficient technical data to support construction activity. Once the Sketch Plan is approved, the applicant must submit detailed construction drawings for approval by the staff. The applicant has the option of initially submitting a Sketch Plan or a Full Plan for review and approval. Once a Full Plan is approved, no additional approvals would be required prior to construction activity.

ZONING AND LAND USE PLAN COMPLIANCE

Town Limits: The property is currently outside Cary's town limits.

Land Use Compliance: The Land Use Plan allows low density residential development, which would also allow the cemetery as a major special use.

The plans comply with all sketch plan related zoning requirements.

 

LANDSCAPE

The plans include a continuous evergreen hedge utilizing traditional street trees and ornamental trees along Green Hope School Road and foundation plantings around all permanent structures, with accent plantings throughout the cemetery. Existing forest area would also be saved at certain locations throughout the development.

 

ROADWAY DESIGN

Widening of Green Hope School Road is required as part of site development. Design plans for the widening will be required as part of construction drawing submittal. The Town’s Comprehensive Transportation Plan designates Green Hope School Road to have an ultimate 33’ back-to-back cross section within a 55’ right-of-way.
