PROJECT DESCRIPTION

The plans propose 13 three-story buildings containing 50 townhomes on 4.05 acres. The property is zoned Mixed Density Residential (MXDR) and is within the Town Center District.

The minimum density allowed overall would be 15 units per acre. The Townes of Madison plan proposes a maximum density of 12.32 units per acre. Future development, as proposed however, may occur on the adjoining western property where there is sufficient area to meet the minimum density requirement. The adjoining western property is also zoned Mixed Density Residential, but is currently used as an industrial testing facility.

Considering the unique nature of the downtown area, certain development requirements are not applicable within the Town Center district, such as:

  • The required number of off-site parking spaces may be reduced up to 50 percent provided there is adequate on-street parking available. The Townes of Madison plan, however, complies with minimum parking requirements.
  • Streetscapes and buffer requirements may be reduced or waived, but street tree plantings and screening from adjoining properties must be consistent with Downtown Design Guidelines.
  • Requirements relating to open space. The Townes of Madison plan, however, provides a significant amount of private open space, including a significant area associated with the saving of three existing large Oak trees.

 

The Town Center Design Guidelines provide for:

  • Buildings located close to the street right-of-way and sidewalk, with parking located behind the buildings.
  • Architectural form, facades, materials, and colors that complement adjoining properties and eliminate blank walls.
  • Placement of parking to the side or rear of building.
  • Encourages on-street parking.
  • Saving specimen trees.
  • Landscaping: streetscape, appropriate screening from adjoining properties, screening of parking areas, foundation plantings, and accent planting.

The Townes of Madison development plan complies with all Town Center Design Guidelines and with the conditions of the previous R-MF-12-CU zoning district.

Current Enrollment and Building Capacity is based on the 20th day of the school year for 2002, as provided by the Wake County School System. School assignment will be determined at the time of development. A list of individual area schools and information concerning enrollment countywide is available at: School Data

The applicant has provided the staff with an Adequate Public Facilities Application as approved by the Wake County Public School System. The Wake County Public School System advises that "adequate seats will be available at designated schools (to be announced) at the time of occupancy."

LANDSCAPE

The plan complies with all landscape requirements.

 

BUILDING ELEVATION

Building Height: 36' (approx.)

Building Size: 2,280 square feet comprising three levels.

Building Materials & colors: Williamsburg brick with buff colored mortar joints; vinyl siding in beige, sand, and clay colors; shutters in black, dark green, and burgundy; and weathered wood asphalt shingles.

Each unit would be three stories, which includes a parking garage at the lower level. All units facing Madison Avenue would utilize rear entry parking garages. Garages would also be located at the rear of all other units.

 

TRAFFIC

Residential Community of 50 DU’s during the AM peak hour would generate 37 trips and the PM peak hour would generate 50 trips. The ADT volume is 479 trips per day.

No Traffic Impact Study is required.

There are no public roadway improvements required or proposed as part of this project.

Sidewalk is required along the project’s Madison Avenue frontage. The plans reflect this requirement.
