Planning & Zoning Board Recommendation:

The Planning and Zoning Board voted 8-1 to forward the plan to the Town Council with the following conditions:
  • That grading be allowed within a portion of undisturbed riparian buffer and open space to save additional undisturbed common open space;
  • That three lots north of Felspar Way (lots 27, 28 & 29) be reconfigured to contain a minimum of 13,000 square feet; and
  • That stop signs proposed at locations along the proposed greenway be removed.

At the Planing and Zoning Board meeting, staff advised that a temporary wooden barricade would be installed at the current end of Felspar Way as part of the initial phase of development. The barricade would remain until 80% (45) of the lots have been developed, including the issuance of certificates of occupancy.

Staff Recommendation:

Staff recommends approval of the plan. The recommendation includes allowing grading within a portion of undisturbed riparian buffer and open space to save additional undisturbed common open space.

PROJECT DESCRIPTION

The plans propose 56 single-family lots, averaging 16,532 square feet, on 33.79 acres. The minimum lot size proposed is 12,812 square feet. The minimum lot size allowed is 12,000 square feet. The plans also include roadway widening with sidewalk along Ten Ten Road for the length of property frontage.

Current Enrollment and Building Capacity is based on the 20th day of the school year for 2002, as provided by the Wake County School System. LANDSCAPE

The plans include a buffer revegetation plan, typical lot landscape plan an a streetscape plan. The plans comply with all landscape requirements.

No traffic study was required.

ROADWAY DESIGN

The plan proposes widening Penny Road and dedicating additional right-of-way along the project frontage in conformance with the Town’s Transportation Plan requirements (1/2 of a 76’ back-to-back section, 1/2 of a 98’ right-of-way section).

The plan proposes a 27’ back-to-back street section within a 50’ right-of-way in conformance with the Town’s Standard Specifications. This street proposes connection to Felspar Way, currently a dead end street in the Glenridge Subdivision, as zoning conditions require.

Sidewalk is required on one side of all new residential streets. The plan proposes sidewalk on the northern and western side of the new street except where it would run parallel with the greenway trail in the medians (between lots 48 and 55). Staff feels the proposal is acceptable.

PROPERTY OWNER NOTIFICATION AND CONCERNS

Adjoining property owners were notified during staff's initial review of this plan. Staff received inquiries regarding buffer supplementation, proposed lot sizes, storm water detention location and the need to ensure that the northern common open space is not disturbed.
