PROJECT DESCRIPTION:

The site is located east of Old Reedy Creek Road and immediately south of the eastbound lane of Interstate 40 at an existing Town of Cary facility. The plans propose the expansion of the existing North Cary Water Reclamation Facility to include the addition of an aeration basin train, a secondary clarifier, a small electrical building, and associated utilities and drives. The entire site contains 63.3 acres, is zoned Planned Employment Center (PEC) with Thoroughfare Corridor Buffer Overlay District, and is inside Cary’s town limits. The applicant requests plan approval to allow a reduction of +33-feet in the width of the Thoroughfare Corridor Buffer for the construction of an influent distribution box within the southern edge buffer adjacent to the project. This reduction includes the limits of grading which is approximately 135-feet in length, but the structure itself encroaches only +18-feet into the buffer, which is a small portion.

STAFF RECOMMENDATION:

Staff supports the request to allow the construction of an influent distribution box within the southern edge of the Thoroughfare Corridor Buffer adjacent to the project. The planting of the Type ‘A’ buffer in this area will sufficiently screen the structure from Interstate 40.

The applicant is preparing a detailed re-vegetation plan and will submit prior to the P & Z Board meeting. Staff will update the P & Z Board on the compliance of the re-vegetation plan at the meeting.

ZONING & LAND USE PLAN COMPLIANCE

The plan shows an encroachment of approximately +33-feet into the southern edge of the Thoroughfare Corridor Buffer for the construction of an influent distribution box. The majority of the buffer remains at 100-foot. This area includes the limits of grading, but the structure itself will encroach only +18-feet into the buffer. The Town Council may reduce the width of this required buffer strip as part of its approval of the development plan.

The plan complies with all other zoning requirements.

LANDSCAPE

The staff will continue to work with the applicant to clearly define the Type ‘A’ buffer
Planting in the area of the Thoroughfare Corridor Buffer Overlay District that is to be
Revegetated.

The plan complies with all landscape requirements.


BUILDING ELEVATIONS

The small electrical building will be constructed of split ribbed concrete masonry units in style and color to match the existing buildings.

Description: The North Cary Water Reclamation Facility site has approximately 1,200 feet of frontage along Old Reedy Creek Road. The Cary Comprehensive Transportation Plan calls for this road to be improved ultimately to a 2-lane collector street with curb and gutter and sidewalk. Engineering Staff requested that the requirement to improve the Old Reedy Creek Road frontage be waived for the facility expansion site plan approval. The reasons for requesting the waiver were (1) NCDOT plans to pave this road within the next year and (2) traffic, pedestrian and bicycle volumes along this section of roadway are currently very low. This request was presented to the Planning and Development Committee on December 20, 2001 and to the Town Council on January 10, 2002. Town Council voted to approve the waiver request, therefore no road improvements are required or shown as part of this site plan.

All utility work associated with the expansion is limited within the treatment plant. Staff does not expect the town’s utility systems being impacted adversely.
