F.         Old Business

·         Communication Tower Downtown Streetscape– presentation artist Elizabeth Conner with architect Ed Meserve

v      Elizabeth presented a PowerPoint presentation that explained two design concepts for the tower.  The tower will replace the current water tower located on Kildaire Farm Road near the School and future Walnut Street roundabout.

v      Concept is to connect the Tower with the Streetscape theme for the roundabout which is about historic wireless technology.

v      Three preliminary concept drawings were shown to the Board.  Two of the drawings showed the tower with wide bands to represent a lighthouse.  The third drawing would start off straight and then twist with vertical elements

v      The Board liked the more linear concept drawing. The Board felt that lighting should be graceful maybe up lighting.  They appreciated the idea of the lighthouse approach, but felt the linear approach worked better with the historic theme of the roundabout and its design elements.  They also expressed the need for the twist to not appear to be falling or leaning.

v      Why is the tower being taken down?  The water tower has been replaced.

·         Cary Visual Art (CVA) –Pat Hudson

v      With regard to the acquisition of Phil Alan Simpson’s sculpture, Ecclesiastes, CVA’s Executive Board, on March 12th, agreed to provide up to $6,000 to purchase the work.  The artist has agreed (confirmed on April 14 by phone with Barbara Petty) to sell the work for $8,500.  CVA will draft the contract.

ACTION:  Pat Hudson made a motion to recommend that Town Council accept the gift of Ecclesiastes, to be added to the Town’s collection.  Ecclesiastes would stay in current location at the Page-Walker Arts and History Center and be placed on base.  Carol Aupperle seconded.  The motion passed with a 7 to 1 vote, with Carl Regutti opposed.

v      Planning for the Cary Outdoor Sculpture Competition and Exhibition is moving along.  Artists have until May 16th to apply to submit their works for consideration.  Ten artists will be chosen to exhibit their works on Town Hall Campus from August 15, 2008 to June 18, 2009.  The Juror for the competition is Hank Foreman, Director and Chief Curator of the Turchin Center for the Visual Arts in Boone, NC.  CVA will present the proposed artworks to PAAB on June 18, 2008.

v      CVA continues to provide art consulting services for the developer Crosland for its development at the intersection of High House Road and Davis Drive.  The development will consist of 42 acres, with 390 residential units, plus commercial spaces.  The developer is seeking an artist or team to create a design for public spaces.  Neither the description nor the budget for the project have been defined at this point.

v      The Black Creek Greenway project (located at the intersection of NW Maynard and Chapel Hill Road) is going forward.  Three artist finalists were chosen on March 25th.  Jim Hirschfield/Sonjia Ishii (husband-wife team) of Chapel Hill , Bruce Myers of Eastsound, WA; and Brad Spencer of Reidsville, NC.  The committee will interview the finalists on Thursday, May 15th at SAS.  PAAB representative on artist selection panel is Ginger Castle.

v      The West Regional Library project is going forward.  CVA is working on finalizing a contract, which will hopefully be signed by the end of April.  If all goes well, the artist will only require about eight weeks to complete the work, which will become the property of Wake County.  Last June, Thomas had presented a project for artistic seating elements to be installed in the courtyard near the main entrance to the library.’
