A.         Call to Order – Carol Aupperle, Chair

           

B.         Roll Call

·         Noting those absent

Quorum was present at 6:20 pm

 

C.         Adoption of Agenda

·         Approval of DRAFT agenda

ACTION:  Carl Regutti made a motion to approve the agenda.  Smythe Richbourg seconded.  The motion passed unanimously.

 

D.         Minutes

·         Approval of DRAFT 16 January 2008 minutes

ACTION:  Smythe Richbourg made a motion to approve the minutes.  Carl Regutti seconded.  The motion passed unanimously.

 

E.         New Business

·         Communications Tower to replace water tower off Kildaire Farm Road

v      In June 2007, Town Council approved for Engineering to work with Communications companies to replace water tower with a communications tower creating an opportunity to create gateway/public art feature and visually connecting to the Streetscapes project.

v      Staff reported that the Streetscape artist has been meeting with the tower’s architect to integrate its look and feel with the Streetscape.

v      Streetscape artist Elizabeth Conner and architect will bring a concept forward at a future meeting for PAAB’s review.

 

·         Spring Daze 2008 – Installation artist and PAAB participation at Festival

v      The date is Saturday, April 26, 2008 from 9 am5 pm.

v      Staff presented a PowerPoint to the Board on Lily Karmatz.  Ms. Karmatz is an ikebana artist and also works larger scale in the landscape.

v      Ms. Karmatz has agreed to work with our “Track Out” program, Monday – Friday from 9amnoon, April 21-25 at the Bond Park Boat House.  She will work with Cary youth to construct outdoor sculpture arrangements using temporary and permanent materials based on the Japanese of Ikebana.

v      There will also be an adult workshop on Tuesday, April 22 from 4-7pm at the Cary Senior Center.

v      Staff wanted to bring this information to the Board since they would likely be asked questions during Spring Daze Festival. 

v      Staff also wanted to make the distinction between temporary art (up less than 90 days) which comes under the Exhibition Program and does not come before the Board for approval.  This project is anticipated to be up less than 90 days.

 

 

F.         Old Business

·         Town Hall Campus Project

v      On November 15, 2006, the Public Art Advisory Board reviewed site and ranked possible locations on campus: 

§         1st preference – front of Council Chambers (5 votes)

§         2nd – court yard area (1 vote)

§         3rd – mobile(s) interior (0 vote)

§         4th stair steps in court yard (0 vote)

v      Proposal for the curved exterior wall of the Council Chambers

§         The original graphic design for the bridge would be modified

§         Silver discs for each of the dots

§         Discs would be set out from the surface on short posts

§         Shimmer as the wind moved across them

§         Suggestion of depth when the sun rakes across the surface

§         Lights at night the animation and suggestion of movement is beautiful

§         Heighten the sense of dynamic movements; image the above pattern in a slight diagonal across the face of the smooth concrete, like a comet across the night sky.

v      Proposal for shade structure in the courtyard

§         The shade structure would be located in courtyard on the Town Hall Campus

§         The structure would incorporate previously approved design concept for Town Hall project.

v      The Board was in agreement that the shelter project would be a better design element for the Town Hall Campus.

 

ACTION:  Smythe Richbourg made a motion to recommend to Council that Catherine Widgery be hired to create a pavilion in the courtyard based on the original design concept approved by the Public Art Advisory Board and Town Council.  The design should be interesting from inside and outside of the buildings, as well as ground level to the third floor looking down onto the structure.  Ginger Hayes seconded.  The motion passed unanimously.

 

·         Bartley Park Public Art - Update

v      Moving forward with the two artists and working on contracts.

 

·         Review 2008 Board Goals

v      The Board reviewed the goals.

 

G.         Reports from Representative Organizations

·         Cary Visual Art (CVA) – Laura Coats, CVA for Pat Hudson

v      Planning for the Cary Outdoor Sculpture Competition and Exhibition is moving along.  The project website www.carysculpture.org is scheduled to launch on March 10, 2008.  The Juror for the competition is Hank Foreman, Director and Chief Curator of the Turchin Center for the Visual Arts in Boone, NC.  CVA will present the proposed artworks to PAAB on June 18, 2008.  A special artist reception is planned for the evening of August 14, 2008 at Page-Walker Arts and History Center.  The exhibition will be on view throughout the Town Hall Campus from August 15, 2008June 18, 2009.

v      CVA has received positive community feedback about the placement of Ecclesiastes/War Wagon and looked into the possibility of making the piece a permanent placement at Page-Walker Arts and History Center.  The purchase price is $14,000 but we have only secured commitments of $7,000 at this point.

v      CVA explained they were committed to giving $5,000 and the Friends of Page-Walker were giving $2,000 towards the purchase of this piece.  Should the Town be looking at purchasing art?  Discussion followed and generally the Board felt it was better to be involved in public art projects at the early stage of design so that artwork could be integrated and most cost effective.  There was less support for purchasing artwork.  There were questions on the maintenance of the piece and staff is having it evaluated. 

v      Upcoming Public Art in Focus Lectures:

§         March 27th: Brett Cook

Brett Cook collaborates with communities to create experiences and art that defy conventional classification.  Dialogue, community building, and group coloring sessions result in large murals that pay tribute to the humanity in all.

§         April 10th: Larry Kirkland

Larry Kirkland has collaborated with design professionals and community leaders creating meaningful places throughout the US including recent works for Pennsylvania Station, New York City, The City of Denver, The California Museum of Science, Los Angeles and the Federal Courthouse, Sacramento, the American Red Cross Headquarters, and the National Academies of Science, Washington, DC.  Outside the USA he has installations including Putra Work Trade Center, Kuala Lumpur, Malaysia, Hong Kong Central Station and Kansai International Airport, Osaka, Japan.  He is regarded among his peers as a dedicated and generous collaborator.
