A.         Call to Order – Carol Aupperle, Chair

           

B.         Roll Call

·         Noting those absent

Quorum was present at 6:15 pm

 

·         Introductions

The Board welcomed the new Council Liaison Gale Adcock to the meeting.  Ms. Adcock thanked the Board for the opportunity to serve on the Board.  She also explained that Council wants to receive public input on a new process for applying to serve on a Town Board or Commission.

 

·         Community Tree Ornament

Carol Aupperle passed around the ornament designed by Ginger Hayes of the 1/64 Pedestrian Bridge.

 

C.         Adoption of Agenda

·         Approval of DRAFT agenda

 

ACTION:  Pat Hudson made a motion to approve the agenda.  Carl Regutti seconded.  The motion passed unanimously.

 

D.         Minutes

·         Approval of DRAFT 14 November 2007 minutes

ACTION:  Carl Regutti made a motion to approve the minutes.  Pat Hudson seconded.  The motion passed unanimously.

 

E.         New Business

·         Review Draft Goals - discussion

v      The Board discussed the draft goals and decided to change the wording on the last goal.

v       

ACTION:  Smythe Richbourg made a motion to accept the goals with the revision to the last goal.  Pat Hudson seconded.  The motion passed unanimously.

 

The adopted goals for 2008 are:

The Public Art Advisory Board provides advice and recommendations to Town Council and staff on all matters relating to the administration, acquisition, and inclusion of public artworks in Cary. The board reviews and makes recommendations regarding potential projects and assists staff in drafting a public art ordinance. This board advises Council and staff regarding implementation of the Public Art Master Plan (Executive Summary). Members are required to attend monthly meetings and may serve on specific project subcommittees.

 

          Evaluate potential projects that could address neighborhood identity and transit projects as described in the Public Art Master Plan.

 

          Increase public awareness for Cary’s Public Art collection by seeking opportunities for community outreach and education about public art, development of handouts/brochures, and plan dedications of public art projects during the year. 

 

          Increase the pool of potential public/private partners and continue partnerships with CVA.

 

          Assist staff in finalizing a pool of qualified artists for the Artists Registry.

 

          Enhance the development of the PAAB’s effectiveness through increased knowledge about the Town’s collection.

 

 

·         CVA Temporary Art Exhibition – recommendation needed

v      CVA has requested that CVA’s Temporary Exhibition show be hosted on the Town Hall Campus during 2008 with an estimated 10-12 temporary artworks.  CVA has not selected the artworks or placement locations for each piece, but will bring this information before this Board as a separate review.

 

ACTION:  Eric Forehand made a motion to move forward with the CVA Temporary Art Exhibition on the Town Hall Campus.  Smyth Richbourg seconded.  The motion passed unanimously.

 

 

F.         Old Business

·         Downtown Streetscapes Project Update – Elizabeth Conner

v      Project Artist Conner gave an update on developments since the presentation of 60% design plans at the Public Meeting that was held on November 15, 2007.

v      To date, these integrated elements include Street Oases (with seating, shelters, and storm water features), Town Square, a Community Garden, Icon/Memory markers, Gateway roundabout features, and aesthetic (pre-cast and other) way finding elements in streets and sidewalks.

v     Conner explained that in thinking about the gateways and their “Welcoming”  function she pulled from the Public Art Master Plan “The community’s act of greeting and consciously inviting or opening itself for exploration and discovery” as one of the sources for her inspiration.  The Gateway roundabout design is intended to provide a link between the historical and the contemporary, between downtown and the newer neighborhoods developing beyond the roundabouts.  The Icon Markers reflect the history of the Town, and the round-a-bouts will be the welcoming gateway feature that shows that Cary is also moving forward.

v     Project Artist Conner reported that 90% design submittal will be completed by March 15, 2008.

v      The street furniture will be smaller scale and arranged for people to sit and talk.

v      At this time, Conner and Nikolaev are looking into solar power for the shelters.

v      Conner explained that she and Denise Dickens had meet with the Teen Council Board members to present streetscape integrated art and answer questions.  Conner was impressed with the questions and the thought the young people had put into there questions.

 

·         Bartley Park - Recommendation

v      Staff presented a PowerPoint presentation of artists William Moore and Vollis Simpson’s proposals for Bartley Park Project.  The presentation showed the kind of artwork proposed and locations of the pieces in the park.

 

ACTION:  Pat Hudson recommended that Council approve the design proposals and move forward with contracts with Vollis Simpson and William Moore for artwork for the Bartley Park Project.  Eric Forehand seconded.  The motion passed unanimously.

 

·         Town Hall Campus - Update

v      Catherine Widgery came at the end of October and will revisit her design for the built Town Hall Campus.  Catherine will submit preliminary concepts for the project.

 

·         Review of Current PAAB Goals

v      The Board reviewed the goals under New Business.

 

G.         Reports from Representative Organizations

v      Smythe Richbourg made a motion for the meeting to adjourn at 8:25pm.
