A.         Call to Order – Carol Aupperle, Chair

           

B.         Roll Call

·         Noting those absent

Carl Regutti; Lejandro DeRomas, Teen Council Representative;

 

·         Noting a quorum is present

Quorum was present at 6:20 pm

 

C.         Adoption of Agenda

·         Approval of DRAFT agenda

ACTION:  Ginger Hayes made a motion to approve the agenda.  Mathias Bishop seconded.  The motion passed unanimously.

 

D.         Minutes

·         Approval of DRAFT 15 August 2007 minutes

ACTION:  Pat Hudson made a motion to approve the August 15, 2007 minutes.  Mathias Bishop seconded.  The motion passed unanimously.

 

E.         New Business

·         Review Lazy Daze Public Input Results for Public Art

v      Discussed the Public Art Program Feedback results from Lazy Daze.

v      Priority areas: Parks, Greenways, bridges, soundwalls, round-a-bouts, gateways, public buildings – areas are consistent with the Public Art Master Plan

v      The public is generally positive for Town supported public art.

v      The location of the booth was excellent.

 

·         Bartley Park

v      The Town of Cary commissioned the landscape architecture/planning firm Lappas and Havener to lead a master planning process and create a design for the new Bartley Community Park.

v      The site is located in southeastern Cary and has a historical background as working farm.  Where many of the original farm structures are intact.

v      The budget is $40,000 for public art which would include design, fabrication and installation.

v      The design firm has suggested farm animals and kinetic sculpture to be incorporated.

v      Staff showed the Board a PowerPoint presentation with representative artwork by artists, William Moore and Vollis Simpson.

v      Staff is recommending using the Direct Selection Process outlined in the Public Art Master Plan.  This would allow staff to move forward with the artists.  The artwork designs would come before PAAB for review.

 

ACTION:  Smythe Richbourg made a motion to accept staff’s recommendation of William Moore and Vollis Simpson as the artists on this project.  Pat Hudson seconded.  The motion passed unanimously.

 

·         Review Potential Public Art Project ’09 CIB – for Public Art Work Plan

v      Staff reviewed the projects that are possible ’09 Capital Improvement Budget (CIB) items.

v      The Board was asked to use the guidelines/goals from the Public Art Master Plan to rank each project.  The results are below:

1.       TOC Digital Media Arts Center & Downtown Library (Wake Co.)

2.       Aquatics Center

3.       Symphony Lake

4.       TCAP – Walker Street Extension

5.       Transit – Bus Shelters/Benches

6.       Tryon Road Park & Greenway

7.       West Cary Park

8.       Amberly Trailhead Park

9.       TCAP – Downtown Parking Deck

10.   Green Level Area Fire Station (Brooks Park) FY10

v      Staff will develop public art project concepts, budgets, and identify potential partnerships.

 

 

F.         Old Business

·         US 1/64 Pedestrain Greenway Bridge - Update

Engineering drawings are nearing completion

·         Old Cary Elementary School - Update

v      The public meeting will be October 2, 2007 at the Page-Walker Arts and History Center starting at 6:30 p.m.

v      The public will have an opportunity to interact with the artists.

v      Clearscapes will present a preferred program plan for the building.

 

·         Town Hall Campus - Update

v      Catherine Widgery is available October 29th, 30th, or 31st for a site visit.  At this time staff is still discussing schedule and other logistics.

 

·         Update on Sound Walls for US 1/64 - Status

v      When the Town Council met in July they discussed several options for dressing up the sound walls, and decided vegetation was an acceptable solution.

 

·         Review current PAAB Goals

v      The Board has accomplished a tremendous amount this year.

 

G.         Reports from Representative Organizations

·         Cary Visual Art (CVA) – Pat Hudson

v      Temporary Community Arts Exhibition “Take a Seat”

·         The entire Take a Seat artworks will be auctioned to raise money for public art in Cary.  The auction will take place on Thursday, September 20th in conjunction with a Business After Hours event at 11000 Regency Parkway adjacent to the Booth Amphitheatre at Regency Park.

·         Panther Creek project in Alston Activity Center – CVA is working on a consulting basis with Trammel Crowe Residential to select an artist to work in a design capacity on a public art project at the Panther Creek Apartments.  Project finalist Carolyn Braaksma, Erik Beerbower and David Finn will visit Cary for interviews next week.

·         CVA is seeking volunteers for a committee that will research new public art opportunities in Cary.  Interested individuals should contact Laura Blackmann at 531-9149 or laura.blackmann@caryvisualart.org. 

 

·         Fine Arts League of Cary (FALC) – No Report

v      Carol Aupperle inquired if everyone was still receiving the “Sketchpad” publication.  The Board was still receiving the information.

 

·         Other Organizations

 

H.         Public Speaks Out (opportunity for guests and members to address Board – limit 5 minutes per                 speaker)

o        Smythe Richbourg made a motion for the meeting to adjourn at 7:30pm.
