A.         Call to Order – Carol Aupperle, Chair

v      The meeting was called to order at 6:18 pm

 

B.         Roll Call

·         Noting those absent

C.         Adoption of Agenda

v      Pat Hudson made a motion to adopt the agenda with the deletion of CVA-Parkway Professional Park under New Business.  Eric Forehand seconded.  The motion passed unanimously.

 

D.         Minutes

·         Approval of DRAFT 18 April 2007 minutes

v      Pat Hudson made a motion to approve the minutes as amended.  Ginger Hayes seconded the motion.  The motion passed unanimously.

 

E.         New Business

·         Review Work Plan ‘08

v      The Public Art Master Plan directs staff to include an Annual Work Plan as part of their normal budget process and annual Capital Improvement Budget.

v      Discussed the layout of the work plan and each project listed for FY ’07-’08.

v      The Annual Work Plan will included the project description, budget public art design; budget construction; conceptual approach; artist selection process; and projected time-table

v      Below are the projects included in the FY ’07-’08 work plan.

§         Walnut Street Park Project

§         US 1/64 Pedestrian Greenway Bridge Project

§         Downtown Cary Streetscapes Project

§         Old Cary Elementary School Renovation Project

§         Town Hall Campus

§         Black Creek Greenway Project

§         Alston Activity Center

§         Bartley Park Project

 

ACTION:  Smythe Richbourg made a motion to approve the Annual Work Plan for FY ’07-’08.  Eric Forehand seconded.  The motion passed unanimously.

 

·         Discuss Work Plan ‘09

v      May - preliminary meetings with Town staff to discuss the FY ’09 Capital Improvement Budget projects.

v      Meetings will take place with the following TOC staff:

§         Parks Planners

§         Engineering Department

§         Planning Department

§         Fire Department

v      June-July - develop public art opportunities descriptions.

v      August – Public Art Advisory Board prioritize projects.

v      September – meet again departments to confer on projects status.

v      October - develop budget.

v      November - public art projects incorporated into Capital Budget process.

 

·         Alston Avenue Development

v      The Alston Activity Center Conceptual Plan requires that each developer provide streetscapes elements such as gateway features and pedestrian oriented features.  Since public art is an important distinguishing feature of this plan staff has provided an overlay of the streetscape requirements and public art opportunities within the Alston Activity Center Concept Plan.

v      Staff will be meeting next week with representatives of the Alston Activity Center developers on potential opportunities for integrating public art into their projects plans. 

v      There is an opportunity within the overlay for developers to accomplish both goals of this plan.  Staff will encourage firms to be thinking of potential streetscape amenities and art work early on in the design process. 

 

·         CVA - Parkway Professional Park – review

This item was taken off the agenda.

     

F.         Old Business

·         Old Cary Elementary School – update

v      Goals as outlined at the April PAAB meeting:

o        Achieve high Artistic quality

o        Create a memorable sense of place that is “welcoming and celebratory”

o        Integrate artworks into over all design and consider a variety of media

o        Consider design themes reflecting the building’s history and future use

o        Interactive and family friendly

o        Involve the community in the creative process

o        Be sensitive to the needs of the disabled

 

v      Staff has met with the architect firm, Clearscapes.

v      A Call to Artist was sent to twenty-two artists with the deadline set for the 31 May.

v      Artist Selection Panel will review the artists’ applications on June 13 and conduct interviews on July 17.

v      The first public meeting is scheduled for evening July 17, 2007 and the final meeting public meeting will be August 28, 2007.

v      Focus Group meetings will take place in mid-June with the Cultural Arts Committee serving as the lead.

v      The design concept will go to Council in October.

v      Pat Hudson will chair the Selection Committee and Ginger Hayes agreed to serve on the committee, as well.

 

·         Town Hall Campus – update

v      Catherine Widgery has been in India and has recently returned home.  Ms. Widgery has requested staff send her photographs of Town Hall.  Staff will have more information at the June meeting

 

·         Downtown Streetscape – update

v      Elizabeth will be in Cary one week a month during design development and continues to gather information for her research. 

v      Board members asked if they could be notified when she would be doing another “Reverse Walking Tour” of downtown.

                 

·         Spring Daze – follow up

v      The board expressed gratitude to Town staff and David Lindquist for their outstanding work, and the board was particularly appreciative of the fact that staff handled all cleanup, so volunteers didn't have to worry about board materials after 5 pm.

v      Smythe Richbourg asked if a speaker’s bureau could be put in place to discuss public art at other events.  Staff explained this would be something that the board would have contacts in the community with groups needing speakers and that staff could provide a presentation of current Town projects.

G.         Reports from Representative Organizations

·         Cary Visual Art (CVA) – Pat Hudson

v      Stone Creek Village

§         The sculpture was installed last Friday, May 11, 2007.  Additional landscaping will be added including holly bushes around the base.

 

v      Temporary Community Arts Exhibition “Take a Seat”

§         The artworks were exhibited at the Bond Park Boat House during Spring Daze and then at the Cary Towne Center Mall.  Over the next week, the artworks will be moved to locations through out Cary.  A promotional brochure advertising he exhibition will b available next week.  The artworks will be auctioned in September to raise money for public art in Cary.

§         Volunteer assistance is needed to help with moving the artworks from the Cary Towne Center Mall to other locations within Cary.  If you or anyone you know would be interested in helping, please contact Lauren Autore at 919-531-8149 or lauren.autore@caryvisualart.org.

 

v      Black Creek Greenway (including corner site at Maynard and Chapel Hill Road)

§         CVA will pursue a tile mosaic or other low—relief artwork for the corner of NW Maynard and Chapel Hill Road, the nearby pedestrian underpass, and the Black Creek greenway pedestrian bridge along Maynard.

§         As the first step in the artist selection process, CVA will issue an invitational RFQ call to artists.

 

v      Alexan Panther Creek Apartments at Alston Activity Center

§         CVA is working on a consulting basis with TCR Carolina Properties, Inc. to incorporate public art into the Alexan Panther Creek Apartments development.

 

v      Opportunities for Public Art

§         CVA will soon transition to reviewing new opportunities for public art on a semiannual basis.  The Discovery Committee has developed a list of potential sites (see attached list).  Please contact Laura Blackman at 919-531-9149 if you have additional suggestions.

§         Potential Public Art Sites in Cary

o        The intersection of Reedy Creek and Harrison Avenue

o        The Kildaire Farm Road Corridor

o        The Crossroads Shopping CenterWalnut Street entrance ramp onto West bound US 1/64. Across from the clock.  The brick wall at the new entrance to US1 South from Walnut Street.  Buck Jones and Walnut Street (to the left of the intersection).

o        SAS Soccer Park – park representatives are interested in developing a mini park area around Balancing Act II and have expressed a desire to see more art at the park, both indoors and outside.

o        Greenway underpasses and over passes.

o        Stonebridge Village – corner Kildaire Farm Road and Ten Ten Road (South/East corner across from Walgreen’s).

o        Fairview Village Shopping Center – future development at the intersection of Ten Ten Road and Holly Springs Road

o        Searstone – future development at the intersection of Davis and High House

o        Chatham Street Roundabouts

o        The new electronic traffic signs

o        Penny Road – there will be a new park off of Penny Road near Ten-Ten

o        Cary Elementary Cultural Arts Center

o        MacGregor Office Park

o        Waverly Place after the renovation

o        Cary Towne Center

o        Underpass at Tryon Road between Holly Springs and Cary Parkway

o        The Tryon Road and Cary Parkway intersection

o        The Regency Park Area, in front of the lake

 

 

·         Fine Arts League of Cary (FALC) – Carl Regutti

No report at this time, but a handout of the Fine Arts League of Cary newsletter was given to each member.
