A.         Call to Order – Carol Aupperle, Chair

           

B.         Roll Call

·         Noting those absent

Mathias Bishop, Lejandro DeRomas, Teen Representative

 

·         Noting a quorum is present

 

C.         Adoption of Agenda

·         Carol Aupperle asked that under New Business to add 1/64 sound walls

 

ACTION:  Pat Hudson made a motion to accept the agenda with the additions.  Ginger Hayes seconded.  The motion carried unanimously.

 

D.         Minutes of March 21, 2007

·         Carol Aupperle noted the correct spelling of Lowe’s home improvement store.

 

ACTION:  Ginger Hayes made a motion to accept the March 21, 2007 minutes.  Pat Hudson seconded.  The motion carried unanimously.

 

E.         New Business

·         Old Cary Elementary School Renovation – Goal Setting

§         PAAB discussed the following goals: Welcoming and celebratory, Integrated artworks into over all design and consider a variety of media, consider themes reflecting the build’s history and future use, interactive and family friendly, accessible, involve the community

 

 

·         Preliminary Review – development Amberly Village Square Center – artist Carl Regutti

§         Carl Regutti explained he had been contacted by the developer of Amberly Village to design a piece of artwork for the development.

§         Regutti requested that after his presentation he be recused from any discussion and voting regarding this project.

§         The site has not been determined at this time, but there are a couple of perspective locations being reviewed.

§         The design concept is a tall stainless steel center with the Amberly magnolia in two different colors of steel wrapped around the middle of the piece.

 

ACTION:  Carol Aupperle made a motion to recuse Carl Regutti from the discussion and vote on the artwork.  Smythe Richbourg seconded.  The motion passed unanimously.

 

§         Staff explained to the new Board members that the task for the Board is as follows: “Public Art Advisory Board will review and comment on the concept, design, and aesthetics of the artwork, providing input into how public art is placed in the Town’s environment.”

§         The Board discussed how many “large pointy stainless steel pieces” that are currently around the Town.

§         Some of the Cary community feels there is too many of the stainless steel pieces.

§         The Board felt the piece was like a sign, because it included a direct reference to the developer’s logo.

§         The Board suggested to Carl Regutti that the design concept was good; however the magnolia looked too much like the logo for Amberly Village, which makes the piece look sign like.

§         The Board suggested the magnolia to have a more natural design.

 

·         Graffiti in greenway tunnels

§         Carol Aupperle presented a PowerPoint presentation on graffiti in the greenway tunnels.

§         The Board requested to have this information at Spring Daze and Lazy Daze to show the public how public art can help combat against graffiti.

 

·         1/64 Sound Walls

§         Staff will research public art opportunities with sound walls

 

F.         Old Business

·         Downtown Streetscape – update

§         Elizabeth Conner was here the week of April 2nd meeting with staff, engineering firm, and speaking to the public at the public meeting held at Page-Walker Arts and History Center.

§         Ms. Conner will be back in town to next week to attend the Spring Daze Arts and Crafts Festival and continue research and meetings.

§         There will also be reverse walking tours of the downtown area, where the artist gathers information from participants about downtown.

 

·         US 1/64 Pedestrian Greenway Bridge – update

§         Michael Stutz was here the week of April 10th and saw the bridge fully installed for the first time.

§         He meet with Town staff, NC DOT, and the public at the public meeting held at Page-Walker Arts and History Center on Tuesday, April 10, 2007.

§         Design refinement will go through August.

 

·         Greenways and Parks Signage - update

§         At this time staff feels the greenway and parks signage is a communication/design issue for consistent communication and identity for the Parks facilities and Greenways.

§         Since this project is being approved for a communications/design perspective, it will not be considered a public art project.

§         It will be a better use of PAAB efforts to get involve in opportunities for specific public art opportunities within the Parks and Greenways.

 

·         Spring Daze

§         Carol Aupperle explained that David Lindquist will be emailing everyone a reminder of their time commitment. 

 

·         Review current PAAB Goals

 

G.         Reports from Representative Organizations

·         Cary Visual Art (CVA) – Pat Hudson

Public Art in Focus Lecture:  From Studio to Site: Public Art in Charlotte/Mecklenburg

§         Thursday, April 19th at 7:00 p.m. at the Town of Cary Council Chambers

§         Jean Greer’s presentation will illuminate the process of planning and placing art in public spaces including common challenges and pitfalls.  She will discuss the progression of public art from the initial idea to final installation and the impact of success.

 

Temporary Community Arts Exhibition “Take a Seat”

§         The community response to the Call for Artist was very strong.  CVA received 54 entries, including 5 requests for chairs provided by CVA.

§         Artworks will be exhibited outdoors for Spring Daze and Lazy Daze as well as indoors through venues across Cary during the four-month interim.  An auction is tentatively scheduled for Thursday, September 13, 2007 in connection with a Chamber of Commerce Business After Hours event.

§         Volunteer assistance is needed for April 26-30, 2007 to help with receiving, displaying and moving the artworks.

 

Site at Maynard and Chapel Hill Road (Black Creek Greenway Project)

§         CVA will pursue a tile mosaic or other low-relief artwork for the corner of NW Maynard and Chapel Hill Road and the nearby pedestrian underpass.  We are also expanding the project to include the pedestrian bridge along the greenway.

 

Parkway Holdings Professional Park

§         The CVA Board of Directors has approved partial funding for public art at Parkway Holdings Professional Park pending approval of the artwork by the Town of Cary.

§         The artwork entitled “Elan” is by artist Elisa Chalem.  The bronze sculpture will measure 10’ high.

 

Stone Creek Village

§         The steel fabrication is complete.  Installation is anticipated in May 2007.

 

Fine Arts League of Cary Annual Juried Spring Show Purchase Award

§         Cary Visual Art purchased four artworks from the show using the $2,000 purchase award.  The artworks are a combination of mixed media, textile and watercolor.

·         Fine Arts League of Cary (FALC) – Carl Regutti

Spring Daze

§         Saturday, April 28, 2007 at Bond Park

§         FALC will have a booth there; encourage visitors to stop for information and perhaps become members too in this well proven art asset of the Town of Cary.

 

Membership

§         All are welcome and Member Dues are: Individual $30, Junior (18-21) $20, Senior (over 55) $20, Family $40, Patron $75, Lifetime $250.  FALC was established as a non-profit organization in 1993 to “Encourage area artist by stimulating artistic growth and increasing public awareness of visual art”.

 

Town of Cary March “Land, Sea and Sky Landscapes Show

§         This show was held at Jordan Hall Arts Center.

§         It was exceptional and the public enjoyed it and gave much positive feedback.

 

Teen Art Show

§         This show is at the Cary Town Hall from March 26 through April 21.

§         The greater area Cary high schools participated in this juried show. 

 

Cary Art Loop

§         Is scheduled for Friday, April 27, 2007 from 6:00 – 9:00 p.m.

 

Meetings

§         FALC holds general meetings on the 4th Thursday of the month at 7:30 p.m. in Jordan Hall Arts Center, 908 North Harrison Avenue.  Members and non-members are welcome.

 

·         Other Organizations

 

H.         Public Speaks Out (opportunity for guests and members to address Board – limit 5 minutes per                                                 speaker)

·         Reminder Spring Daze sign up has begun.

·         Smythe Richbourg made a motion to adjourn the meeting at 8:30 p.m.
