A.         Call to Order – Carol Aupperle, Chair

           

B.         Roll Call

·         Noting those absent

C.         Adoption of Agenda

·         Carol Aupperle asked that under New Business to add TOC Records Retention Policy and TOC Ethics and Conflict of Interest Guidelines

 

ACTION:  Pat Hudson made a motion to accept the agenda with the additions.  Elizabeth Ray seconded.  The motion carried unanimously.

 

D.         Minutes

·         Approval of DRAFT 21 February 2007 minutes

 

ACTION:  Ginger Hayes made a motion to accept the February 21, 2007 minutes.  Pat Hudson seconded.  The motion carried unanimously.

 

E.         New Business

·         Walnut Street Park – approval of final design

§         Staff discussed the overall Park design integrating public art

§         The Design Team presented the design at a final public meeting in January to get community feedback – there was positive response to the design

§         The Board wanted to know the material of the benches – concern about heat – Carl Regutti felt that since the metal would be epoxy coated they would not be as hot as bare metal

§         Staff noted on the plan that eventually mature trees will provide shade along the promenade and sun heating the benches would be less of an issue over time.

 

ACTION:  Pat Hudson made a motion to approve the final design of the Walnut Street Park.  Ginger Hayes seconded.  The motion passed unanimously.

 

·         Old Cary Elementary School renovation

§         Staff is in the process of making a recommendation to Council on the firm selected.

§         The firm is extremely excited about having public art incorporated into the project

§         Staff will have more information at the April meeting.

 

 

·         CVA – West Cary Project @ Low’s corner

§         Laura Coats with Cary Visual Art gave a presentation on the West Cary Project.

§         There was discussion on the location and how much funding from the Town would be requested.

§         CVA will pursue a tile mosaic or other low-relief artwork for the corner of NW Maynard and Chapel Hill Road and the nearby pedestrian underpass for the Black Creek Greenway.  CVA is also considering expanding the project to include a pedestrian bridge along the Black Creek Greenway.

§         CVA requests $10,000 of financial support from the Town of Cary for the public art project.

 

ACTION:  Ginger Hayes made a recommendation to endorse the Cary Visual Art project.  Ginger Castle seconded.  The motion passed unanimously.

 

·         Ethics and Conflict of Interest Guidelines

§         Karen Gray, Deputy Town Clerk distribute the Ethics and Conflicts Interest Guidelines for Town Advisory Boards and Commissions.

§         These forms must be signed by each member of the Board every year.

 

·         Records Retention procedure

§         PAAB Board will copy Denise Dickens and Vicki Hayes on Board related email communications.

F.         Old Business

·         Downtown Streetscape – update

§         Elizabeth Conner will be coming the first week in April.

§         There will be a public meeting to gather community input April 3, 2007 at the Page-Walker Arts and History Center 7pm.

§         Conner will also meet with Heart of Cary Association on April 5 at 8 a.m. at the Chamber of Commerce

 

·         Dedication of Cary Dog Park – update

§         Saturday, March 31, 2007 at 9am

§         Everyone is encouraged to attend.  The event will last 45 minutes to 1 hour.

 

·         US 1/64 Pedestrian Greenway Bridge – update

§         Michael Stutz will be in town the second week of April.

§         A public meeting will be held at Page-Walker Arts and History Center on Tuesday, April 10 at 7:30 pm.

§         This will be an opportunity for the public to meet Mr. Stutz and see his designs, as well as give the public a chance to provide feedback.

 

·         Greenways - update

§         Staff followed up on last month’s presentation by Doug McRainey, Parks Manager with the Town.

§         The signage plan being developed by Lose & Associates – Nashville, TN will include parks, greenways and special use facilities.

§         The firm has an artist on their team.

§         The PAAB will have an opportunity review their proposal.

 

·         Catherine Widgery and Town Hall Campus – update

§         Staff is continuing to try and reach Ms. Widgery.   If contact with her has not been made by next month’s meeting the board may revisit the artist selection process for Town Hall Campus project

 

·         Review current PAAB Goals

 

G.         Reports from Representative Organizations

·         Cary Visual Art (CVA) – Pat Hudson

Public Art in Focus Lecture:  Context and Meaning by Norie Sato

§         Wednesday, March 28, 2007 at 7pm in the Town of Cary Council Chambers.

§         Norie Sato is a visual artist living and working in Seattle, WA.  Her art for public places has incorporated individual, collaborative and design team work as well as planning projects.

 

Temporary Community Arts Exhibition “Take a Seat”

§         The community response to the Call for Artist was very strong.  CVA received 52 entries, including 5 requests for chairs provided by CVA.

§         Artworks will be exhibited outdoors for Spring Daze and Lazy Daze as well as indoors through venues across Cary during the four-month interim.  An auction is tentatively scheduled for Friday, September 14, 2007.  Auction sponsorships are now available.

§         Volunteer assistance is needed for April 26-30, 2007 to help with receiving, displaying and moving the artworks.

§         Carol Aupperle, Chair appointed Ginger Castle to assist CVA with this project.

Public Art in Focus Lecture:  From Studio to Site: Public Art in Charlotte/Mecklenburg

§         Thurs, April 19, 2007 at 7pm at the Town of Cary Council Chambers.

§         Jean Greer’s presentation will illuminate the process of planning and placing art in public spaces including common challenges and pitfalls.

 

Stone Creek Village

§         Installation is anticipated in May 2007.

 

·         Fine Arts League of Cary (FALC) – Carl Regutti

Cary Art Loop

§         March 30, 2007 from 6pm – 9pm.  Fine Arts League members works will be all over town this month at Cary Town Hall, Jordan Hall Arts Center, Herb Young Community Center, Senior Center, Page-Walker and Ashworth Village.  Get to know our talented Fine Arts League members and their artworks…help promote and expand these public art resources.

 

Teen Exhibit

§         March 26, 2007 thru April 21, 2007 at Cary Town Hall with a reception on March 30, 2007 from 6pm – 9pm.

 

Art 55 Senior Show

§         Underway at Cary Senior Center, over on April 4, 2007, reception on March 30, 2007 from 4pm – 6pm

 

Land, Sea and Sky Landscapes Show

§         Ends March 30, 2007, with reception on March 30, 2007 from 6pm – 9pm

 

13th Annual Juried Show

§         April 9, 2007 thru May 12, 2007 at the Cary Ballet Conservatory  Awards and purchase awards total $5,000; juried show, North Carolina artists invited to compete, open to visual artists of any discipline.  Registration deadline is March 22, 2007.  Show’s opening reception on April 15, 2007 from 2pm – 4pm.

 

Fine Arts League of Cary continues to develop a very active and broad visual arts offerings, benefiting Cary residents.
