A.         Call to Order – Carol Aupperle, Chair

            The meeting was called to order at 6:15 p.m.

 

B.         Roll Call

            Noting those absent

§         Lejandro DeRomas, Teen Council Representative

           

            Welcome new Board members and introductions

§         The Board welcomed and gave brief introductions.

 

C.         Adoption of Agenda

            ACTION:  Carl Regutti made a motion to accept the agenda.  Pat Hudson seconded. The motion     passed unanimously. 

 

D.         Minutes

Approval of DRAFT 17 January 2007 Minutes

            ACTION: Ginger Hayes made a motion to accept the January 17, 2007 minutes.  Carl Regutti         seconded.  The             motion passed unanimously.

 

E.         New Business

Greenways and future planning – Doug McRainey, Parks Planner

§         The greenways are viewed as an alternative means of transportation.

§         The majority of trails are paved because it provides easier access for all individuals.

§         There are currently 30 miles of trails and 20 more are in the process.

§         Bond Park will be the main location linking the trails together.

§         Signage has been an issue and a consultant has been hired to develop a plan. 

 

Board Discussion

§         The Board asked staff to keep them informed about the signage plan.

§         Staff explained that Greenways need a public art plan and asked the Board to reaffirm that Parks and Greenways are priority areas as called for in the Public Art Master Plan.

 

ACTION:  Smythe Richbourg recommended for the Public Art Advisory Board to continue making Greenways and Parks a priority.  Mathias Bishop seconded.  The motion passed unanimously.

 

Representation from the Fine Arts League

§         Ella Williams was the Fine Arts League representative from this Board and she has rotated off the Board.  We need someone to take on FALC representation.

§         Carl Regutti has agreed to be the new Fine Arts League representative.

 

Volunteer Banquet

§         The banquet will be held on Tuesday, February 27, 2007 at the Herb Young Community Center.

 

Spring Daze and Lazy Daze Festivals

§         Reminder to the Board to save Saturday, April 28, 2007 for Spring Daze and Saturday, August 25, 2007 for Lazy Daze Arts and Crafts Festivals.

§         The Board volunteers on both of the dates to work a two hour shift talking about public art.

 

F.         Old Business

Downtown Streetscapes Recommendation - update

§         The recommendation will go before Council on Thursday, February 22, 2007.

§         Survey work has begun with construction beginning in 2008.

 

Dedication of Cary Dog Park - update

§         On Saturday, March 31, 2007 at 9:00 a.m. the Cary Dog Park will be dedicated

 

Walnut Street Park – update and comments on final design

§         Presented and discussed the final design

§         This design is being brought before the Board for comments. No comments noted

§         An update will be provide at the March meeting

 

US 1/64 Pedestrian Greenway Bridge - update

§         The contract has been completed and Michael should begin in March.

 

Artist Image/Data Registry - update

§         Staff will develop a call and develop a short list of artists for review.

§         The purpose of the artist register would be for individuals to use when they would like to hire the services of an artist, developers would be encouraged to use the image bank  to find artists for private development and the image bank would be used to select a short list of artists for Town of Cary public art projects.

§         The list would be updated every two years.

§         Staff also researched artists mentoring programs.  This could help develop a pool of qualified local and regional artists.

§         The mentor program would be developed by sending a “call to artists” and asking for individuals that wanted to be mentored by more experienced public artist.

§         Staff felt that both artists’ pools could be developed simultaneously

 

Review current Public Art Advisory Board Goals

§         The Board felt they were meeting the goals established.

 

G.         Reports from Representative Organizations

Cary Visual Art (CVA) – Pat Hudson

§         Temporary Community Arts Exhibition “Take A Seat”

o        Take a Seat! Is a fun community-wide art exhibition and auction designed to increase awareness and support for public art in Cary.  Community members are encouraged to participate by creating their own artworks or by using a standard chair or bench for the foundation of their art.  The artworks will be exhibited outdoors for Spring Daze and Lazy Daze as well as indoors through venues across Cary during the four-month interim.

o        Project sponsorships are now available and the Call for Artists prospectus will be available on-line at www.caryvisualart.org and in print form the last week of January.  The entry deadline is March 9, 2007.

 

§         Stone Creek Village

o        Installation is anticipated by April 15, 2007.

 

§         West Regional Library

o        CVA is contributing $5,000 to the initial planning of the West Regional Library public art project and an additional $10,000 later, for a total of $15,000.  The total project budget for phase one of the project is expected to be $25,000.

o        The design proposal will be finalized this spring.  The proposal may include multiple phases with ground-level and seating artworks in the courtyard as well as an artwork inside the entrance area.

 

§                     Site at Maynard and Chapel Hill Road

o        CVA will purse a tile mosaic or other low-relief artwork for the corner of NW Maynard and Chapel Hill Road.  The private developer has contributed to site preparation by leveling the ground.  CVA seeks financial and/or in kind assistance from the Town of Cary to prepare the structure upon which the low-relief artwork will be applied.  In addition to the corner greenway site, there opportunities along the pedestrian tunnel and a nearby bridge for art.

 

Fine Arts League of Cary (FALC) – submitted by Ella Williams and read by Denise Dickens

            The Fine Arts League appreciates the new FALC Showcase at Town Hall and want to express         this to all concerned.  Doris Buchanan a long time resident of Cary is the first to exhibit her works            for us in this showcase. Although this is to promote FALC our artists have graciously agreed to          exhibit their work once a quarter in the town hall.

 

            February’s Monthly program on the 22nd will feature Luana Luconi Winner who is a charter   member of the former Art Guild, which was the forerunner of the FALC organization.  She will            offer a critique of members’ work as well as answer question from those in attendance about the         art business.

 

            FALC has a new newsletter coordinator so those of you who get it will see a different look and         different focus as each individual volunteer brings their experience. Carolyn Mitkowski has a background in Graphics and is an experienced person as she does newsletters for many staff at             NC State College in Raleigh.

 

            Our web master, Tom Mckee is offering new possibilities for membership involvement. FALC is in     the process of upgrading its website to include some pages that are interactive - members will be able to enter information on these pages for all to see.  This capability will be most valuable in

            allowing the dynamic scheduling of volunteer workers for the organizations art shows.          Additionally, the interactive pages (called Wiki pages) will facilitate more member interaction than        has been

            possible in the past.

 

            The annual FALC JHAC exhibit will feature Land, Sea and Sky Landscapes in the March 1 exhibit. We will have a People’s Choice Award Choice award. The voting will take place    throughout the month the and then presenting a 1st, 2nd and third prize ribbons which will be   awarded to those favorite artists in time for the Cary Art Loop Reception. So come and see us at             JHAC and participating in the vote for your favorite.

 

            FALC is in the process of hiring a non-member Contract Employee to coordinate the membership    needs of the organization. We were grateful to have Becky Schaffer who had to go on to other life           goals.

 

            The Annual Juried FALC Exhibit co-chaired by Charles Shiel and his wife Susan reports      finalization and mailing of the Call for Artist and receiving already registrations. There is still much           to be done but we are so lucky to have volunteers stepping up to assist with, this important FALC    venture. 

 

            Reception planned for April 15, 2-4 pm at the Cary Ballet Conservatory.
