A.         Call to Order – Carol Aupperle, Chair

            The meeting was called to order at 6:30 p.m.

 

B.         Roll Call – Noting those absent

Julia Kunkel Morrison, Carl Regutti, Ella Williams, Larry Schessel

 

C.         Adoption of Agenda

            ACTION:  Pat Hudson made a motion to accept the agenda.  Smythe Richbourg seconded. The motion passed unanimously. 

 

D.         Minutes

Approval of DRAFT 15 November 2006 Minutes

            ACTION: Pat Hudson made a motion to accept the minutes.  Ginger Hayes seconded.  The motion passed unanimously.

 

E.         New Business

Discuss Dedication of Cary Dog Park

§         Staff reported the fire hydrants have been installed and look great.

§         Dwayne Jones, Recreation Manager has been working with a Boy Scout troop and Public Works to install a shelter for patrons.

§         The dedication would take place in March and hopefully be on a Saturday morning.

§         Staff will continue to work on this and report to the Board.

 

Discuss Developing Public Artist “Approved” List

§         Staff is researching to see what is currently being used by others in this sector.

§         Staff will bring back any findings to the Board.

 

Downtown Streetscape Recommendation

§         Smythe Richbourg gave an overview of the artist who had applied for the Downtown Streetscapes project.

§         Denise Dickens presented a PowerPoint presentation on the top three (3) artists.

ACTION:  Smythe Richbourg made a motion for the Board to recommendation Elizabeth Connors to Town Council.  Mathias Bishop seconded.  The motion passed unanimously.

 

Honor outgoing Public Art Advisory Board Members – Carol Aupperle’s prepared statement:

Tonight, we have the pleasure of focusing on the value of the time, effort and expertise offered willingly by every volunteer on this board.  Sadly, three of those outstanding volunteers cycle off our board this month.  It is with sincere gratitude that we recognize the service of Ella Williams, Julia Morrison, and Larry Schessel.

 

Larry brought to this board the perspective of an internationally-recognized artist.  Sadly for us, opportunities beyond Cary claimed Larry this year and prevented him from bringing to public art in Cary the full extent of his expertise.

 

In contrast, Ella has been honored nationally for her fine work and has been sought after by galleries.  Despite these amazing opportunities, Ella continues to contribute tremendously to the cause of public art in Cary, both as a member of this board and an executive member of the Fine Arts League of Cary.  At public meetings and events as well as a plethora of educational opportunities, Ella has been quick to champion public art.  Her comments and actions have been thoughtful and insightful, and her input will be sorely missed.

 

Julia has brought to this board a broad background, spanning business, design and fine art.  With this invaluable combination, she has been able to take the helm and bring amazing projects to fruition.  She leaves us with a Downtown Streetscapes artist who will guide Cary into a new era.  She exemplifies the voluntarism that has shaped the Cary community.”

 

F.         Old Business

Discuss goals for 2007

          Staff distributed a handout with the eight (8) goals discussed by this Board. 

1.       Continue to advise Council on the implementation of the Public Art Master Plan and assist staff in development of public art ordinances/policies for the Town of Cary as outlined in the Public Art master Plan and research the development of a public art ordinance for developers.

 

2.       Review and make recommendations on the current TOC projects: Town Hall Campus , US 1/64 Pedestrian Greenway Bridge , Cary Dog Park , Walnut Street Park, Downtown Cary Streetscape, and other Town initiated projects

 

3.       Prioritize opportunities as part of public art work plan

 

4.       Continue to seek opportunities to extend Community outreach and education about public art and plan dedications of public art projects completed during the year 

 

5.       Continue to develop partnerships with CVA and other public/private partners

 

6.       Review artists’ qualifications to assist staff in the development of a pool of qualified artists for potential Town projects

 

7.       Review and make recommendations concerning, donations and gifts of artwork, site plans for public art, CVA initiated projects and projects related to private development

 

8.       Enhance the development of the PAAB’s effectiveness and knowledge about the Town’s collection

 

§         As part of this year’s work plan Staff is working to bring a list of potential public art opportunities derived from the Capital Improvement Budget (CIB) before this Board.

§         The Capital Improvement Budget is a ten year long rang budget.

§         This would allow the Board to prioritize projects while they are still in planning stages.

 

ACTION:  Smythe Richbourg made a motion to adopt the goals as presented.  Pat Hudson seconded.  The motion passed unanimously.

 

Review Annual Report for Council (How our goals were manifested this year)

§         The 2006 Year in Review Report was distributed to the Board.

§         The Board was very pleased with report.

 

US 1/64 Pedestrian Greenway Bridge, Walnut Street Park,

§         The US 1/64 Pedestrian Greenway Bridge contract is almost ready.

§         The first site visit will likely be in March and the greenway could be completed in early summer.

§         The Town and the Design Team working on the Walnut Street Park will be holding an open house at the Page-Walker Arts and History Center on January 30, 2007 for a final public meeting.

 

Review current PAAB Goals

§         The Board reviewed their current goals and would like for members to continue to track their volunteer hours.

 

G.         Reports from Representative Organizations

Cary Visual Art (CVA) – Pat Hudson

§         CVA Purchases from the Fine Arts League of Cary Photography Show

o        CVA purchased three photographs including “Silence in the Park” by Mark “Guy” Caprioli, “Orange Boat” by Mitch Nelles, and “Falling Light #2” by Eric Saunders

o        CVA offers the three photographs to the Town of Cary on long-term loan for a period of one year with the option to renew the loan.

o        Denise Dickens read the Policy Statement 116 “Art in Public Places” to guide the acceptance discussion of the temporary loan.

 

ACTION:  Pat Hudson moved that these three pieces be on loan to the Town for one year with the option to renew.  Smythe Richbourg seconded.  The motion passed unanimously.

 

§         Fine Arts League of Cary Annual Juried Spring Show Purchased Award

o        CVA is sponsoring a $2,000 purchase award.

 

§         Temporary Community Arts Exhibition “Take A Seat”

o        Take a Seat! Is a fun community-wide art exhibition and auction designed to increase awareness and support for public art in Cary.  Community members are encouraged to participate by creating their own artworks or by using a standard chair or bench for the foundation of their art.  The artworks will be exhibited outdoors for Spring Daze and Lazy Daze as well as indoors through venues across Cary during the four-month interim.

o        Project sponsorships are now available and the Call for Artists prospectus will be available on-line at www.caryvisualart.org and in print form the last week of January.  The entry deadline is March 9, 2007.

 

§         Stone Creek Village

o        Installation is anticipated by April 15, 2007.

 

§         West Regional Library

o        CVA is contributing $5,000 to the initial planning of the West Regional Library public art project and an additional $10,000 later, for a total of $15,000.  The total project budget for phase one of the project is expected to be $25,000.

o        Artist Thomas Sayre has conducted one brainstorming meeting with the West Regional Library committee.  A second meeting is planned for February.  The design proposal will be finalized this spring.  The proposal may include one artwork in the courtyard area outside of the building and another artwork inside the entrance area.

 

§                     Site at Maynard and Chapel Hill Road

o        CVA is discussing site preparation options with the Town of Cary and the private developer to accommodate tile mosaic or other low-relief artwork at the corner location.

 

Fine Arts League of Cary (FALC) – Ella Williams

§         No report.

      ACTION:  Ginger Hayes made a motion for the meeting to adjourn at 7:19 p.m.
