A.         Call to Order – Carol Aupperle, Chair

           

B.         Minutes

·         February 15, 2006

Carl Regutti made a motion to accept the February minutes with noted corrections.  Smythe Richbourg seconded the motion.  The motion passed unanimously.

 

C.         New Business

·         Ginger Hayes – report on CVA Committee

Ginger Hayes has volunteered to be on the CVA Committee and recruit more community involvement.

 

·         Spring Daze Arts and Crafts Festival

§         Saturday, April 29, 2006     9:00 am – 5:00 pm

§         Need volunteers to work 2 hour shifts in the Cultural Arts booth.

§         Determine what the PAAB would like to promote at the festival to the public.  Suggestions were as followed:

Ø       Map of current locations of public art.

Ø       Have a timeline on the 1/64 bridge

Ø       Display board with map of public art around Cary (public/private)

Ø       Show pictures of other bridge projects around the country

Ø       Have a survey that Board Members can use to gather feedback from the public without the public having to fill out the forms themselves.

 

·         Goal Setting for PAAB 2006-2007 – preparation for Council report

Lyman Collins explained all Boards and Commissions have been given direction from the Town Clerks office to establish goals that would be posted on the website and used for the annual report.   

 

The Board members discussed potential goals and asked staff to synthesize the discussion.  Below are proposed goals based on the Board’s discussion:

 

1.            Continue to advise Council on the implementation of the Public Art Master Plan and assist staff in development of public art ordinances/policies for the Town of Cary as outlined in the Public Art master Plan

 

2.            Review and make recommendations on the current TOC projects:

Town Hall Campus, US 1/64 Pedestrian Greenway Bridge, Cary Dog Park, and

Walnut Street Park

 

3.             Seek opportunities to extend Community outreach and education about public art

 

4.             Seek and develop partnerships with CVA and other public/private partners

 

5.             Review artists’ qualifications to assist staff in the development of a pool of qualified artists for potential Town projects

 

6.             Review and make recommendations concerning, donations and gifts of artwork, site plans for public art, CVA initiated projects and projects related to private development 

 

7.             Enhance the development of the PAAB’s effectiveness and knowledge about the Town’s collection

 

Staff will bring the above goals to the April meeting for the Board to formally adopt.

 

D.         Old Business

·         US 1/64 Pedestrian Bridge

v      Update

There were seventy (70) applications reviewed and narrowed to five finalists.  The finalists have been asked to bring a written proposal and a model to the Artist Selection Panel in June.

 

·         Cary Dog Park

v      Update

The deadline for artist submissions was March 8th and the response was low.  Denise Dickens recommended to the Board that the project be re-opened to a broader geographic search.  The current Call to Artist limited the area to Cary and the Triangle area.

 

ACTION:  Smythe Richbourg made a motion to open the Cary Dog Park project up to a large geographic area to allow for other artists to apply.  Ginger Hayes seconded the motion.  The motion passed unanimously.

 

The Board discussed promoting the project to art teachers/schools and NC State University School of Design.

 

·         Walnut Street Park

v      Goal development

Council has approved the following:  1) approval of the master plan for Walnut Street Park, 2) incorporation of public art into Walnut Street Park, 3) recognition of a donation of $20,000 from Cary Visual Art as revenue to the project to be used for the implementation of public art, and 4) authorization to utilize $20,000 in existing project funds to design integrated public art into the project.  Goals will need to be established for this project.

 

Denise Dickens reported that the CVA Discovery Committee had developed a list of recommendations to be included in the project:

§                     Art should be integral to the site – Place making

§                     Integrated art approaches

§                     Artist is partner with Landscape Designer (Design Team)

§                     Consider “Nature” as a design theme

§                     Involve the community in the creative process and possibly identify future sites within the park for additional public art

 

PAAB added the following recommendations:

§         Potential to integrate art with park features: promenade, paths, wetlands area, playground, bathrooms, pathways, and picnic shelter.

§         Family friendly

§         Interactive

§         Handicapped accessible

 

 

Staff will incorporate the recommendations into goals included in the Call for Artists.  A committee needs to be established for the selection process.  Staff is recommending two CVA representatives; two PAAB representatives; a neighborhood representative; one PRCR Board representative; and one Public Works representative.  Carol Aupperle asked if anyone was interested in serving – Ginger Hayes and Mathias Bishop agreed.  A chairperson has not been establish, but will be by the April meeting.

 

ACTION:  Carl Regutti made a motion to approve nine person sub-committee staff recommended.  Pat Hudson seconded the motion.  The motion passed unanimously.

 

E.         Reports from Representative Organizations

·         Cary Visual Arts – Pat Hudson

Pat Hudson reported CVA has teamed up with McGinnis Development Group to plan public art for Stone Creek Village, located at the corner of High House Road and Davis Drive.  The project would provide numerous opportunities for public art.  The location at this site is a round-a-bout that all the main roads feed into.  The selected artwork will relate in theme to the “Seasons of the Farm,” both in terms of the growing season and historical progression of this site.  Ms. Hudson opened the floor to the PAAB for brainstorming on the project goals.

 

Recommendations:

§         Did not want too much color

§         Historical reference

§         Figurative

§         Would like the art work to be seen at a 360 degree angle

§         Old world feel

§         Representational work would be better for this site

 

·         Fine Arts League of Cary – Ella Williams
