A.         Call to Order – Carol Aupperle, Chair

           

B.         Minutes

·         January 18, 2006

Carl Regutti made a motion to accept the minutes with one correction.  Julia Kunkel Morrison seconded.  The motion passed unanimously.

 

·         February 8, 2006

Smythe Richbourg made a motion to accept the minutes.  Julia Kunkel Morrison seconded.  The motion passed unanimously.

 

C.         New Business

·         FY 06/07 Budget Discussion, Scott Fogleman, Budget Director

Lyman Collins welcomed Scott Fogleman to the meeting.  Mr. Fogleman explained the month of February has been dedicated to getting the word out to Cary citizens about the FY2007 budget.  Citizens are encouraged to share their priorities for the Town of Cary’s Fiscal Year 2007 Annual Budget, which will identify services and infrastructure projects to be undertaken by the Town from July 1, 2006 through June 30, 2007.  Citizens can register their budget priorities at their convenience via email at budgetinput@townofcary.org or via voicemail at (919) 462-3858.  They can also speak directly to the Cary Town Council at either of two special budget public hearings to be held as part of the Thursday, February 9 and February 23 regular Town Council meetings, which begin at 6:30 p.m. in the Town Council Chambers at 316 N. Academy Street.  Additionally, Town Budget staff will attend the February meeting of each of the Town’s nine citizen advisory boards and commissions to receive budget priorities from the members as well as any citizens attending those meetings.  All comments must be received by February 28, 2006 in order to be evaluated and considered for incorporation into the Town Manager’s Recommended Budget, which the Cary Town Council is expected to begin considering this spring.  Citizens can review the current year’s Budget at www.townofcary.org or in hard copy at the Cary Library in downtown Cary.

 

Julia Kunkel Morrison explained a priority to her was to have money budgeted for public art on all projects.  Mr. Fogleman asked what the percentage is would you like to see per project.  Julia felt 1% of the total project.  She also added that if the project does not go the money would still be set aside for public art.

 

Smythe Richbourg would like to have a line item for money that is set aside for these projects, besides what Parks, Recreation and Cultural Resources receives.

 

Julia Kunkel Morrison would like to see more police patrol between 7:00 am and 7:35 am  at her child’s high school because of the happenings in this location. 

 

Smythe Richbourg explained in his subdivision nine power poles have had the lines pulled three times.  Also, there have been two poles replaced.  He would like the Town to look at underground power.  He explained he would be willing to pay a reasonable amount for this amenity.   

 

Carl Regutti asked Mr. Fogleman where these ideas and comments will go from here.  Mr. Fogleman explained they will be complied by departments and then a summary.

 

Councilwoman Dorrel suggested the Board think about their families, transportation, Parks, Recreation and Cultural Resources and what you would pay more for services. 

 

D.         Old Business

·         Town Hall Campus Gateway Project

v      Update

Lyman Collins explained the Board received a copy of what Council accepted on this project.  He also explained that the money is remaining in a separate account for public art to be incorporated on the Town Hall Campus.  He has spoken with Catherine Widgery and she is determining what expenses she has incurred. The Board asked if there was an estimate on her cost.  Lyman explained Catherine had to give the glass manufacture a $10 thousand dollar deposit for the samples they designed. Catherine will be working with the glass manufacture to recoup some of the deposit.  At this time Lyman felt this project needed to be taken off the agenda for next month, but he will keep the Board informed on any happenings.  Smythe Richbourg asked where the sample pieces will be housed.  Lyman explained those are Catherine’s.  Smythe thought they would be great pieces to have on display.  Carol Aupperel explained CVA has been put in a difficult situation and wants to know if the partnership still stands.  Laura Coats with CVA explained the Board should keep CVA informed on any projects that are coming up.  This will allow CVA to access each project as it arises.   

 

·         US 1/64 Pedestrian Bridge

v      Update

Denise Dickens presented a PowerPoint presentation outlining the goals, selection process, and the time line for the US 1/64 Pedestrian Bridge.

 

GOALS:

The Public Art Master Plan will guide the process for this public art project.  Specific goals for this public art project, as considered by the Public Art Advisory Board and adopted by Town Council, include the following:

 

Serve as a welcoming landmark and create a memorable sense of place

 - Should make a dramatic statement

 

Relate to vehicular and pedestrian traffic

- Make an impression to vehicular traffic as well as pedestrian friendly

- Welcoming to Cary

 

Contribute to the visual character and texture of the community

- Connects our greenways

- Lets people know they are coming to Cary

- Change surrounding area’s impression of Cary:  welcoming, southern, connection with nature

- Connects Kids Together Park and McDonald Woods Park via greenways and could have a nature viewing area

 

Select the highest quality art work in the most suitable style, scale, materials

- Traditional, natural, reflective, contemplative, color, indicate growing community

- Emphasis on nature

- Extension of the greenway

- Nature extending onto the bridge

 

Involve the community in the creative process

- Public meeting to inform citizens about project & solicit citizens to serve on Artists Selection Panel

 

SELECTION PROCESS

The Town is managing the process and an Artist Selection Panel will review submissions.

- The panel will consist of Cary citizens, arts professionals, representatives from the Town of Cary and NCDOT

 

The Artist Selection Panel is charged with selecting artists capable of producing the highest quality artwork

- A short list of 3 – 5 artists and 1 – 2 alternates working in various media, styles, scale and/or techniques will be selected to create well defined concept designs, maquettes and written proposals

 

A stipend of $1000 will be offered to each short listed artist

- Selected artists will present their concept designs, maquettes and written proposals at a public meeting

-The stipend covers all expenses

 

All concept designs, maquettes and written proposals will be exhibited publicly for a period of 2-3 weeks for community input and will appear on the Town of Cary website.

 

The final artist selected will be expected to return to Cary to publicly present the final design concept and work with elected officials, the community, engineers and Town staff.

 

APPROVAL PROCESS:

- Public display of final designs (3-weeks) public in-put sought

- Selection Panel recommends artist from selection review process

- Display of selected designs shared with individuals, small groups, and Council members

- PAAB reviews and recommends design to Council Planning & Development Committee

- P&D Committee recommends to full Council for approval

 

THE BRIDGE:

$1.5 million total Pedestrian Bridge

 

Art Enhancements budget up to $165.000

 

PROJECT TIMELINE:

Deadline for receipt of submission: 27 February 2006

 

Notification of short listed artists selected: 10 April 2006

 

Public meetings and short listed artists’ presentations: 12-16 June 2006

 

Public display of short listed artists’ proposals: 26 June – 14 July 2006

 

Final artist selection: 23 October 2006

 

Carol Aupperle will chair the selection committee and Smythe Richbourg will represent the PAAB on the Artist Selection Panel.  There will be three meeting (mid-March, mid-June, July) with 4 hours being held for each meeting.  The length of the meetings will be determined by the number of applications.  Denise explained we will need a couple of citizens-at-large on the selection committee.  Councilwoman Dorrel suggested looking at the Boards and Commission applicants that were not selected to serve.  Also, she felt having a youth member involved would give another perspective.  The Board felt these were good ideas and Denise will follow up on these suggestions. 

 

 

·         Cary Dog Park

v      Update

The Town of Cary has recently opened its first dedicated Dog Park.  The Town wishes to have an artist utilize surplus fire hydrants to create public art for the Dog Park.   There are 25 hydrants available for an artist or artist’s team to utilize in making public art for the Dog Park.  The hydrants could be utilized to define the entryway and paths – used as bollards, bench supports, and any number of potential uses or displays within and near the Park entrance.

 

The Town wishes for the selected artist (or artist/team) to include community involvement possibly working with Cary Dog Park Association members, local school children or other local area artists.

 

The RFQ is open to any artist or artist team living in Cary and the greater Triangle area of North Carolina.  Denise Dickens explained this project has a shorter time frame and an artist should be selected by August.  Staff would like to have the dedication in 2006.  Carl Regutti thought because this project was more of fabrication that it opened the doors to the community.  The Board had several suggestions on how to reach out to the community to get them involved.  Lyman Collins explained opportunities like this are where staff relies on the Board to help get the word out, especially with this project being on a short time line.

 

·         Walnut Street Park

v      Update

Lyman Collins explained the recommendation will go to Council this month.  A staff report will be prepared and go before the Operation Committee.  The staff report will request an artist come on board at the beginning.  At the March meeting we will need to establish an artist selection committee.  Lyman explained that CVA has donated $20 thousand to the project.  Lyman said Denise would email the Board a copy of the staff report, the date and time of the Operation Committee meeting if anyone would like to attend.

 

E.         Reports from Representative Organizations

·         Cary Visual Art – Pat Hudson

Temporary Exhibition:

 - William Brian Hibbard is scheduled to install the horse sculpture inside Herb Young      Community Center on Feb 23rd.

 

- CVA is working to schedule installations of artwork by Michael Jacobson and Paris   Alexander.

 

- A location has not been identified for the placement of Richard Green’s Summer Dreamer. 

 

- Ecclesiastes/War Wagon by Phil Simpson will be available in March 206 for temporary exhibition.  The sculpture measures 5’ x 20’ x 7’.

 

Sears Farm Road Park Sculpture:  Community members have submitted a variety of suggested names for the kinetic sculpture.  Artist Russ RuBert has reviewed the suggestions and proposes the title “Curvaceous Kiss”.

 

US1/64 Pedestrian Bridge Project: CVA has nominated June Finkbeiner to serve on the Artist Selection Panel for the US1/64 Pedestrian Bridge Project.

 

CVA is seeking volunteers to assist with public art projects, education programs, and the public relations.  Interested students, professionals, artists, and anyone with an interest in the arts are invited to attend an information session on Wednesday, February 22nd at 4:00 pm at the Page-Walker Arts and History Center in downtown Cary.  For more information, contact CVA at 919-468-9500 or cva@caryvisualart.org.

 

Wishing Well Young Artists Exhibit at WakeMed Cary Hospital:  The ongoing exhibition currently features artwork by students in the outreach programs of Explore! Beyond School Center.  The outreach programs are connected with YMCA after school programming.  The program will be expanding to other private and public schools in Wake County.

 

Public Art Opportunity Applications:  CVA is utilizing a uniform application process to evaluate new public art projects and partnerships.  Organizations and groups interested in working with CVA on public art projects should contact cva@caryvisualart.org or 531-8149 for an application.

 

·         Fine Arts League of Cary – Ella Williams

The big news for us at FALC is we have signed a lease for office space at 875 Walnut Street, Suite 275-22, Cary, NC  27511.  For $165 per month with the use of copy machine, kitchen and small conference/meeting room as a part of a suite of offices.

 

They will allow paintings to be hung in the hallways.

 

The Annual Juried Show to be exhibited during the month of April is on track and operational.

 

There is ongoing discussion and planning for FALC to sponsor a Photography Show this year.

 

We have a new board consisting of six positions: Secretary, Treasurer, 4 at Large Members, who were voted in by the membership at large and then six chairs of ongoing events that have voting privileges.  Discussion about protocol and procedures is continuing.

 

A FALC “Refuse de Salon” will be held at the Senior Center during the month of April.  The work that was declined for the Annual Show will have an opportunity to be on display at the Senior Center during the month of April.
