Carl Regutti made a motion to approve the August minutes as presented.
Patricia Hudson seconded
the motion. The motion carried.
C. ETHICS
GUIDELINES FOLLOW-UP
Cultural
Arts Supervisor Lyman Collins advised board members that he had contacted other
municipalities with
public art boards/committees with regard to
conflicts or perception of conflicts with board members bidding on
projects and their service on the board.
Town Attorney Chris Simpson indicated the conflict would apply only
during their time of service on the board.
A question was raised; if a board member was awarded a contract
could that member take a leave of absence.
Lyman indicated it would be Council’s decision whether or not to
allow vacancies.
Town Attorney Chris Simpson will summarize
all concerns and take to Council.
The revised Ethics Guidelines will
then come back to this board for
signatures.

BUSINESS

Town
Hall Campus Gateway Project
Update –
Lyman Collins advised board members the town hall building will open without the
rail in place.
Final shop drawings are done and sealed by the engineer but delivery and
installation could range from
12 to 26 weeks.

US
1/64 Pedestrian Bridge
Update – Lyman Collins
advised board members that we have held up issuing the Call to Artist until the
Public
Art Coordinator position is filled.

Cary
Dog Park
Update – Lyman Collins advised board members that the public art
project slated for the dog park is on hold
and will move forward once the new Public Art Coordinator is onboard.
Funding (from United Arts Council of
Raleigh and Wake
County) in the $12,000 range is
slated for this project.

Lazy
Daze
Carol
Aupperle noted the great booth placement and thanked all those who volunteered
at Lazy Daze. Carol
emailed
a report on the information that was gathered at the booth from festival goers.
E. NEW
BUSINESS
·
Public
Art Coordinator Search – Lyman Collins
In
a staff report to Council, Lyman outlined the background, accomplishments and
goals of the Public Art
program; reaffirming the need for the Public Art Coordinator position.
Council gave approval for staff to fill the
position.
The
position is currently posted with a closing date of October 7th.
Lyman anticipates the position will be filled
by
December.
Council
member Dorrel was pleased that the Public Art Coordinator position was
reaffirmed and was
unanimously
approved by Council. Council member
Dorrel further noted that citizen support and the willingness
to articulate
to Council does make an impact on Council’s decision.

Cary
Art Crawl
This event will showcase the public art in downtown Cary and will take place
Friday, September 30th from
5-7:30 p.m. Guided tours of
the artwork will be offered. The
Cary Art Crawl will kickoff the final Friday’s Cary
Art Loop where art galleries, restaurants, coffee
houses, and other businesses will be open extended hours to
feature art, music and more.

Walnut Street Park
Park Planner Paul Kuhn reviewed the proposed 11+/- Acre Park and noted that,
with every new park coming
online, staff
is proposing to include something unique to each park.
A pedestrian promenade with two nodes is
proposed as a
major design feature of this park. A
unique surface feature will be at each end and perhaps a
location for
public art. Lyman Collins will
submit this project to Cary Visual Art for consideration in partnering
with public
art.
Paul was
asked if consideration was given to dogs and bikes in the design.
Paul indicated that the same leash
laws will
apply and told of the Cary Dog Park soon to move to the construction phase.
The trails (approximately
¼
mile) through the park will not attract serious cyclist but will be suited for
youngsters riding their bikes. Paul
further noted
that over time there will be a connection to the Pirates Cove Greenway just
below the park.
Carol
Aupperle asked about the proposed rain garden.
Paul indicated that the garden is a storm water feature
as
regulations prohibit the design to allow more water on the site.
It will be a pervious surface with native
plants to
collect the water. Paul also noted
that a signage plan is in the works with a potential to incorporate
public art.
The proposed
master plan for the Walnut Street Park will be presented as follows:
October 18th Public
Meeting;
November 7 PRCR Advisory Board; January 2006, Town Council.
Board members expressed concern for the short production cycle.
This item is slated for further discussion
at next
month’s meeting.

provided members with a handout highlighting current projects.

No report was given.

Organizations
Town Center Civic and Cultural Arts Study –
Lyman Collins reported that the public meeting held in September
was a success
with 120 citizens attending. Carol
Aupperle put together several focus groups that took part in
meetings with
the design consultants. There was
great feedback from the community with a strong support for
a cultural
facility downtown. The consultants
are expected to present their report in the first of the year.
