September 21, 2005
Larry Schessel made a motion to approve the
September minutes as presented. Mathias
Bishop seconded
the motion. The passed unanimously.
C. NEW
BUSINESS
·
Donation of a bust of Koka Booth to
be located at the Booth Amphitheatre
Steve Zaytoun has been working with the Heart of
Cary Association to commission Carl Regutti to create a
bust of Koka Booth. Mr. Zaytoun has
meet with staff to determine the location of the bust at the
Amphitheatre. Lyman Collins showed
the board a diagram of the amphitheatre and explained where staff is
recommending placing the bust. Lighting
will be added to the bluestone wall that will shine on the piece and
low plant material will be added around the bust.
Mr. Zaytoun explained the Heart of Cary is currently working
on raising money for the bust, as well as contributions from Cary Visual Art (CVA).
ACTION:
Smythe Richbourg recommended accepting the bust and placing it in the
location staff
recommended. Larry Schessel seconded
the motion. The motion passed
unanimously.

Mission Statement
Carol Aupperle distributed a
copy of the Public Art Advisory Board’s mission statement.
She asked the
Board to provide feedback or suggestions for the statement.
Larry Schessel suggested that the Public Art
Master Plan standards should be included. Carol
said she would include this into the statement.

The Town of Cary's Public Art Advisory Board provides representation for the
citizens of Cary in partnership
with the Cultural Arts Division of the Parks, Recreation and Cultural Arts
Department and the Town Council
in promoting understanding, appreciation, support and involvement in the Town of
Cary's Public Art Program.
Committed to the highest aesthetic standards and broadest involvement of
citizens and artists and consistent
with the Town of Cary’s Public Art Master Plan, the Board provides advice and
recommendations to Town
Council and Town of Cary staff on matters relating to the administration,
acquisition and inclusion of public
artworks in Cary.
ACTION: Ginger Hayes made a
motion to accept the Public Art Advisory Board Mission Statement.
Smythe
Richbourg seconded the motion. The
motion passed unanimously.

This will be moved to the November agenda.

Annual Staff Report
Lyman Collins explained Council is requesting all Boards and Commissions provide
an annual report of their
accomplishments for the year. Below
are a few highlights.
§ Recommended 4 pieces of public art in private development
§ Moved forward on 3 public projects
§ Outreach Activities (Lazy/Spring Daze; Gates of Light)
§ Recommended acceptance of 4 paintings
§ Volunteer Hours
Lyman asked the Board to email him the number of volunteer hours they have worked this year. Also any accomplishment they would like included into the report. A copy of the final report is included with the minutes.

2006 Meeting Schedule
Lyman Collins explained staff needs the Board to confirm its meetings time,
currently the 3rd Wednesday of
the month at 6:00 p.m. Smythe
Richbourg explained that it is difficult because of work to make the 6:00
p.m. time schedule. He requested the
meetings be moved to 6:30 p.m. Lyman
said the meeting could start
at 6:15 p.m. if that would work with everyone’s schedule.
Carol Aupperle asked for a show of hands from the
Board that was present and it was unanimous that the meeting be moved to 6:15
p.m. She said she would
email the other members to confirm the new time.

Hall Campus Gateway Project
Update –
Lyman Collins showed the Board a sample piece of the etched glass.

1/64 Pedestrian Bridge
Update – This
will be moved to the November agenda.

Dog Park
Update – This will be
moved to the November agenda.

Walunt
Street Park
Follow-up
Lyman Collins explained the last public meeting on this project was held on
October 18th. The next step is
to present the plan to the Parks, Recreation and Cultural Resources Advisory
Board. This will allow staff to
present the project with public art included as a package to Council.
Lyman explained this is a good
opportunity for the Board to move forward with public art.
Ginger Hayes asked if there were any other parks
like this one. Lyman said Sear Farm
Road Park with Russ Rupert’s piece is an example of public art
enhancing a park. Larry Schessel
asked if what the Board would be recommending is an integrated project.
Lyman said this would allow us to use the budget that is established for
the project along with public art.
Larry was unclear on how this process would work.
Lyman explained an artist would be selected to work
with staff, council and this board on the project and the final design would go
before the public. Smythe
Richbourg wanted to make sure that they could not take out the public art and
then build the park.
ACTION: Larry Schessel made a
recommendation to include artist on the design team.
Smythe Richbourg
seconded. The motion passed
unanimously.
