Carol
Aupperle called the meeting to order.
She welcomed the new Teen Council Representative, Kelly
Marie Frasier to her first meeting.
The Board gave brief introductions and welcomed her to the meeting.

Julia Kunkel Morrison made a motion to approve the minutes with corrections
noted. Pat Hudson seconded
the motion. The motion passed
unanimously.

BUSINESS

Fiscal
Education
Smythe Richbourg is amazed with the number of art
pieces in the Town. He was also
surprised to learn
that the Town does not fund all of these pieces.
Smythe would like this Board to think of an idea on how to
educate the public on this information. He
suggested having signs on the pieces that would let the public
know how much money the Town contributed. Smythe
also felt if the information could be published in
literature that could be distributed at Spring Daze, Lazy Daze or other events.
Lyman Collins explained
Cary Visual Art (CVA) has placed plaques on the pieces that say the “Donated
by CVA”. Carol Aupperle
suggested staff start a notebook to include: a picture of the piece of art; bio
information on the artist; and a
maintenance log with cost to the Town. Smythe
also felt more information should be available on the Public
Art web page. Laura Coats suggested
saying for every dollar the Town has spent, it has been matched with
this amount of private dollars. This
would also show the private support of public art.
Carol felt this would be a
great opening when speaking with the public at the festivals.

Annual Staff Report
Lyman
Collins thanked the Board for their contributions on the Annual Staff Report.
He distributed a copy of
the Staff Report which was submitted to Council.
Lyman feels the number of volunteer hours is under
estimated. Carol
Aupperle suggested having the Board Members keep track of the number of
volunteer hours
for next year.

This will be moved to the November agenda.

of Town Hall Campus Sculptures

Join the Parade
Lyman Collins explained the “Join the Parade”
will be placed facing Academy Street, but will be shifted
some because of the sidewalk. Staff
has walked the site to determine the new location and the
installation should take place soon.

Lyman Collins explained this piece was
located outside of old building A entrance.
When the construction
began the piece was moved in front of the Page-Walker Arts and History Center.
The completion of the
Town Hall Campus is moving closer, so a new site is being suggested.
The location is in the semi-
circular plaza at the end of the (Catherine Widgery) bridge.
Page-Walker is visible from this site.
There
will also be a plaque moved to this area (formerly on building A) noting this
site was the location of the
Page homestead.
Carol Aupperle asked Lyman about the Fred G.
Bond piece. Lyman explained it has
been placed in
storage because the construction on the new boathouse that will begin soon.
The piece will stay in
storage until the boat house project is complete.
Carol Aupperle explained to the Board that
the former Public Art Coordinator, Nancy Novell had the
insight to keep pieces of the pink granite from the old building B.
This Board needs to think of ideas on
where this material could be used at the New Town Hall.
Lyman explained there were about a dozen
pieces the size of stepping stones to be considered.
Carol reminded the Board of the potential mosaic
area near the Herb Young Community Center. It
is a retaining wall that everyone has to see when entering
and exiting the parking deck.

Update –
Nothing new to report.

1/64 Pedestrian Bridge
Update – Lyman
Collins reported The Call to Artist has not been released, but will be after the
new public art
coordinator is on staff.

Dog Park
Update – Lyman Collins advised the Board that the public
art project slated for the dog park is on hold and will
move forward once the new Public Art Coordinator is onboard.
The artist selection committee will be
discussed at the next meeting. The
park is moving along, but no formal opening has been set.

Street Park
Follow-up
Lyman
Collins reported the Parks, Recreation and Cultural Resources Advisory Board
incorporated this
Board’s recommendation of including an artist on the design team into its
formal recommendation. This will
go to
Council in January.

Town Center Civic and Cultural Arts
District Study
Public
Meetings November 29th
Lyman Collins
announced this will be the second meeting related to the Town of Cary’s Town
Center Civic and
Cultural Arts
District Study. Town Staff and study
consultants, Pfeiffer Partners, will present alternatives and
options for
future uses of Cary Elementary, other Town-owned properties, proposed Cultural
Arts Facilities,
proposed Town
Center Park, parking and other related items.
This study will further develop the vision and
plans
included in the Town Center Area Plan, the Parks, Recreation and Cultural
Resources Master Plan,
and the
Public Art Master Plan. If anyone
has questions or can not attend the meeting, Lyman will be available
for any
discussions.

ORGANIZATIONS

Cary Visual Arts – Pat Hudson
Balancing Act II: The dedication
event took place on Saturday, November 5th at 3:00 pm.
Speakers included
artists Holly Jones and Chad Bush, CVA President Daphne Ashworth and Cary Town
Councilwoman Julie
Robison. A juggler on stilts
provided entertainment.
CVA Annual Meeting: Cary Visual Art will hold our 2005 Annual meeting on December 5th at the Page-Walker Arts and History Center at 7:00 p.m. CVA President Daphne Ashworth will present an overview of committee accomplishments and Executive Director Laura Coats will present the slide program: An Overview of Public Art.
Public Art in Focus Lecture Series: On November 1st, acclaimed public artist, author, and speaker Jack Mackie presented an examination of public art as a civic design tool that places artists into community planning decision-making processes at the Page-Walker Arts and History Center. Mr. Mackie discussed a variety of venues for public art, partners, support mechanisms, and funding approaches within available resources. Mackie achieved his goal of inspiring and exciting those who attended with the wide range of possibilities for public art placement, integration, and funding. Artists Laura Haddad and Tom Drugan presented a lecture in October at WakeMed Cary Hospital. They spoke about their work in the field of public art, including their projects in park settings and on design teams.
Temporary Exhibition:
Ø Seven artworks have been placed along Academy Street as part of the temporary exhibition.
Ø A location has not been identified for the placement of Richard Green’s Summer Dreamer.
Ø CVA has approved three more artists for inclusion in the temporary exhibition. The artists are Michael Jacobson, William Brian Hibbard, and Paris Alexander.

Discussion: There was discussion with a concern that the piece Untitled by William Brian Hibbard could be climbed on by children in the Herb Young Community Center. Ginger Hayes had a concern with the piece Nemesis by Paris Alexander and the location being in Ashworth Village. Julia Kunkel Morrison felt the piece by Michael Jacobson should be placed at the Chapel Hill and Academy Street intersection. The Board fully discussed the issues prior to the vote.
ACTION: Pat Hudson moved to accept the three pieces and their locations. Julia Kunkel Morrison seconded. The vote was 5 to 1 in favor of the pieces.
Walnut Street Park: CVA supports the inclusion of public art at Walnut Street Park. On October 12, 2005 the CVA Board committed to being an involved partner in the Walnut Street Park project. On November 9, 2005, the CVA Board voted to support the project with up to $30,000.
Cary Art Crawl: The Art Crawl event on September 30th went well. Artists Carl Regutti, William Donnan, Richard Green, Marvin Tadlock and Joel Haas attended the event. Over $700 was raised through the Wishing Well Silent Auction. The money will be used to fund scholarships for youth art classes through Explore! School.
Sears Farm Road Park Sculpture: Community members have submitted a variety of suggested names for the kinetic sculpture. Artist Russ RuBert is reviewing the suggestions (see attached list of suggested names).
Wishing Well Young Artists Exhibit at WakeMed Cary Hospital: The ongoing exhibition currently features artwork by students of the Explore! Beyond School Center. The program will be expanding to other private and public schools in Wake County
The CVA Discovery Committee researches artists, artworks, and sites for public art in Cary. The committee, ·

Lyman
Collins reminded the Board that the December meeting will be moved up one week
because of the
holidays. Carol Aupperle
requested the Board to let her know if they would not be able to attend.
