Town Hall Campus Gateway Project Update – Catherine Widgery

Update- Catherine Widger’s Design Proposal Presentation

Lyman reported he spoke with Catherine today, ( 1/21/04 ) and it is intended that the gateway plan come before this board at the February meeting and then onto the Planning and Development Committee prior to the second Town Council meeting in March.  Subsequent to this board’s action, a public meeting is proposed for the general public and Council members to view the final project (some refinements might be necessary).  Lyman suggested individual meetings with Mayor McAlister and Council member Roseland.  Catherine has met with all other Council members.

Contingent on further conversations with Catherine, Lyman recommended the possibility of holding the February Public Art Advisory Board meeting on February 25th in order to meet the necessary meeting deadlines prior to Council approval.

ACTION:  Julia Kunkel Morrison made a motion to accept Lyman’s recommendation to consider moving the February PAAB meeting to February 25, if necessary, to accommodate the Planning and Development and Council meeting schedules in March.  June Finkbeiner seconded the motion.  The motion carried.  Carol Aupperle requested that a model be present so that members can view the project as it will appear on the site.

Lyman said the Town has determined that the swale behind Herb Young Community Center can be filled in.  Catherine has been asked to design her proposal based on the assumption that the swale can be filled in.  This way there will be no DOT issues with the right of way at the corner of Academy Street and Chapel Hill Road .  The board will make recommendations to Council contingent upon any modifications if needed following the final presentation.  Marla Dorrel said that if changes need to be made, there should still be time for those to come before the Public Art Advisory Board.  Lyman said there is no time crunch for the piece at the corner, but some of the other parts of her proposal are more time sensitive.

Carol Aupperle said that Carl Regutti wants to be sure that we have a model to see the sculpture as it will appear on the site at the corner.  He said this will assist in understanding the perspective visitors will see the artwork.  Lyman commented that there will be a model for the corner piece and drawings for the others.

Update – USA Baseball Complex
Nancy Novell reported she has been working with Town staff and architect Joe Wynne of Heery International to develop a ‘Call for Artists.’  Nancy noted that artists will be requested to submit digital images rather than slides.  This will expedite the selection process.  The prospectus will be online as well as distributed and posted on list serves.

Carol Aupperle asked if staff had any information on possible funds available from the Wake County Occupancy, Food and Beverage tax for this project.  Nancy noted the she had no information regarding that funding source.
