I.          Call to Order/Roll Call – Dennis Hoadley, Vice Chair
Dennis Hoadley called the meeting to order at 5:20 p.m.   Role Call recorded the absences of Steve Smutko; Jeff Boucher; Tony D’Amico; Marilyn Goldman; Nels Roseland, Council Liaison.

II.         Adoption of Agenda – Dennis Hoadley, Vice Chair
Action:  Kay Struffolino made a motion to adopt the agenda; the motion was seconded by Tullie Johnson.  The motion carried by a unanimous vote.

III.        Adoption of Minutes of April 9, 2007 – Dennis Hoadley, Vice Chair
Action:  With the correction noted:  Walnut Street Park :  PRCR will continue to search for high quality recyclable products, Kay Struffolino made a motion to adopt the minutes; the motion was seconded by Tullie Johnson.  The motion carried by a unanimous vote.

VI.        Land Dedications – Doug McRainey, Parks Planning Manager

►Sears Farm PDD Amendment - 06-REZ-31

Sears Farm PDD is located within the Mixed Use Cornerstone Community Activity Center , which encompasses all four quadrants around the intersection of Davis Dr. and High House Rd. Sears Farm is located in the southeast quadrant of that intersection and is intended to include a balanced mix of office/institutional, commercial, and residential uses at moderate-to-high densities.  

Staff Recommendations
Construction of a 10’ wide asphalt greenway trail (private, open to the public) along the eastern edge of the site to link w/ Davis Drive; trail to follow existing sewer easement per Greenway Committee recommendation. 

►Cornerstone Mixed Use Sketch Plan - 06-MU-07
The Cornerstone development is located within the mixed-use Cornerstone Community Activity Center , which encompasses all four quadrants around the intersection of Davis Drive and High House Road .  This development is located in the northeast quadrant of that intersection.    

Staff Recommendation
Approval for developer to construct 10’ wide multi-use trail along north side of
High House Road .                   Approval for developer to make payment-in-lieu for 1.03 acres of park land dedication requirement.
Approval for developer to construct a 10’ wide asphalt, greenway trail (private, open to the public) along the eastern edge of the proposed collector road.  This private trail will tie to the proposed private trail through the Sears Farm PDD on the south side of High House Road , and will also link to Council Gap Drive and the existing residential development adjacent on the north side per Greenway Committee recommendation.

 ACTION:  Robert Bush made a motion to accept staff’s recommendations; for Sears Farm PDD and Cornerstone Mixed Use Sketch Plan.  The motion was seconded by Tullie Johnson.  The motion carried by a unanimous vote.

►West Lake PDD Amendment - 07-REZ-02
This is a request to add 9.66 acres to the original West Lake PDD which is located west of
Henderson Road, east of West Lake Road, north of Optimist Farm Road and south of the existing Langston subdivision in Wake County . 

Staff Recommendation
Approval for developer to make payment-in-lieu for the value of .8 acres.  

ACTION:  Kay Struffolino made a motion to accept staff’s recommendation; seconded by Tullie Johnson.  The motion carried by a unanimous vote.

VII . Reports
A.         Committee Reports

Athletic Committee – Jeff Boucher, Chair –
William Davis reported for Jeff and noted that the committee did not meet in April.
 
Cultural Arts Committee – Dennis Hoadley, Chair
Dennis reported that the committee met and talked about the cultural arts role for the festivals; reviewed the festival grants staff report going before Council; and welcomed two new committee members.  Staff also gave members updates on the Applause, Youth Theatre program and the old Cary Elementary project.

Greenway Committee – Robert Bush, Chair
Robert noted that the committee reviewed the three land dedications brought before this board this evening.  Additionally, the sign consultant presented alternatives for
Cary ’s park and greenway signage and will return in six to eight weeks to present Alternative B to the Greenway Committee.  The proposed plan will come before this board at a later date for review.

Teen Advisory Committee – Tony D’Amico, Chair
Dwayne Jones reported for Tony and noted the committee discussed their current membership structure as it relates to the balance of teens vs adults and agreed that the existing numbers work.  Members also reviewed feedback from the March Teen Forum and agreed that in addition to the annual Forum, they would like to pursue other interests.  They want to take a more active role in boards and committees and provide input into town services. 

Goals Committee Reports
    
Safety Town – Jeff Boucher –
Kay reported for Jeff noting that they did meet to brainstorm.  The suggested for consideration; a more central location to downtown with accessibility to schools and daycare or a possible short term location at Cary Elementary and, expanding the program beyond summer camp.  Dwayne Jones, Recreation Program Manager will meet with this group to discuss possible options that would include the Middle Creek area.


      Scholarship Fund – Sal Cammarata
Sal reported that he is working towards establishing the fund through Cary Community Foundation and has been collaborating with Jennifer Robinson with Cary Community in Action and with Debbie Fox with North Carolina Community Foundation  Items currently being addressed include; marketing; fundraising and a story about the need for a PRCR Scholarship Fund in Cary.

B.         Public Meetings
►Town Council Aquatics Center Work Session – 04/10/07 – Mary Henderson
Mrs. Henderson advised Board members of Council’s decision to change the scope of the facility to a community center concept.  The community center concept would include three aquatic components:  1) indoor 8-lane; 25-yard pool with seating for 250; 2) indoor recreation pool; and 3) outdoor recreation pool.  Additionally, it will include a community center with the total costs estimated to be $23.8 million.
Community Input Meeting for Public Art & US 1/64 Pedestrian Greenway Bridge US 1 & 64 – 4/10/07
            Lyman Collins – Lyman noted that it was a successful meeting.

D.         Administration – Mary Henderson, PRCR Director
►Downtown Land Acquisition Update – Mrs. Henderson and the Town’s real estate staff met with Marilyn Goldman and other interested homeowners of Walker Townes to address concerns regarding downtown land acquisition. 

E.         Recreation Programs – Dwayne Jones, Recreation Manager
Dwayne referred members to the Program Update and announced that Cary received the Active Community and Neighborhood Grant through the John Rex Foundation.  This grant ($120,000) will be used for trail improvements and programs at Bond Park.

Teen Council – Snayha Nath
Snayha gave Board members an update on the teens’ involvement with recent events.

►Senior Center – Kay Struffolino
Kay referred members to her handout with
Senior Center updates.

F.         Cultural Arts Program – Lyman Collins, Cultural Arts Manager
Lyman referred members to the Program Update

►Festivals Committee – Marilyn Goldman
Lyman reported for Marilyn, announcing a successful Spring Daze Festival with an attendance of 15,000+.  Lyman also thanked all those who helped to make the festival a success.

 G.         Athletic Programs – William Davis, Athletics Manager
William referred members to the Program Update.

►Citizen Board Member State Forum – Greensboro, NC, August 2-4;
Members received Citizen Board Member Forum flyers in their board packets and were asked to RSVP to Gail Taylor by June 29th if they planned at attending the forum.
