►Greenway Update – Doug McRainey, Parks Planning Manager
Doug gave a 45 minute overview, as well as answered questions, on the current
status for implementing the Town’s greenway master plan.
VI. Land Dedications – Doug McRainey, Parks Planning Manager
►06-REZ-19 McCrimmon Corners
This
is a rezoning request of 16.8 acres from Office Research & Development
(ORD) to Residential Multi-Family - Conditional Use (RMF CU). The conditions proposed are a limit of 134
units and that the property be limited to townhome use, the attendant parking, and an amenity
center. Project is located at the
Southeast corner of McCrimmon Parkway and Koppers Road.

A payment in lieu for the value of parkland dedication of 3.83 acres.
ACTION: Tom Hemrick made a motion
to approve staff’s recommendation. The
motion was seconded by Jeff Boucher. The

►06-SB-019 Singh Green Level Road West
This
is a re-zoning request for a 43-lot single family residential subdivision on
19.27 acres located within the bounds of the Southwest Area Plan. Project is located at the northwest corner of
Green Level Church Road and Green Level Road West.

- A “secondary” greenway
system will be required, in lieu of traditional sidewalks, as indicated in

ACTION: Jamie France made a motion to accept staff’s
recommendation. The motion was seconded
by Susan Davenport. The motion carried
unanimously.
►06-SB-020 Pittard Sears Road Subdivision
This is a site plan submittal for a 45-lot single
family residential subdivision on 45.05 acres in Chatham County. Project is located at the Southeast corner of
Pittard Sears Road just south of O’Kelly Chapel Road. The parcel is adjacent to the American
Tobacco Trail (ATT).

Dedication – 1.29 acres

Recommendation
- A payment in lieu for
the value of parkland dedication of 1.29 acres.
- Construction of an 8’
wide asphalt trail will be required along the first 8 interior lots on the
main subdivision street running up to and along Pittard Sears Road and then connecting
with the ATT.
- A 6’ wide asphalt spur
trail will be required to connect a cul-de-sac to the ATT.
ACTION:
Tullie Johnson made a motion to
approve staff’s recommendation; the motion was seconded by Jamie France. The motion carried by a unanimous vote.
►Manor at Green Level
Crossing (Roberts -06-SB-017/Stewart - 06-SB-018)
The Roberts Farm Property and Stewart Property total 51.13
acres. It is zoned Residential 40 (R-40) with
the Conservation Residential Overlay District. The
overlay district will allow the applicant to create a subdivision with a
maximum gross density up to 2.5 units per acre. The project is located west of NC 55 and on
the north side of Roberts Road.

Recommendations
o
According to the approved Parks, Recreation
and Cultural Resources Facilities Master Plan there are no public park or
greenways that are proposed for this site.

A payment in lieu for the value of parkland dedication of 3.6 acres.
o
A “secondary” greenway system will be required, in lieu of traditional
sidewalks, as indicated in the Southwest Area Plan.
o
According to the Open Space and
Historical Resources Plan (OSHRP) a significant portion of this tract is shown
as Open Space that should be protected.
The Town has been actively negotiating with the landowners along the
White Oak Creek to protect this corridor.
The applicant will be requested to place a conservation easement over
the open space that will be designated during site/subdivision plan phase.
ACTION:
Leda Huntsinger made a motion to approve
staff’s recommendations; the motion was seconded by Jeff Boucher. The motion carried by a unanimous vote.

A. Committee Reports
►Athletic Committee – Jeff
Boucher, Chair
Jeff reported that the committee did not meet.
►Cultural Arts Committee – Dennis Hoadley,
Chair
Dennis reported that Sarah Bunch and Sara Maultsby
reported on the Marvelous Music Series and programs moving forward at the
Page-Walker Arts and History Center respectively. Dennis noted the need for
availability for use of the Town’s web site to track cultural arts events and
performances.
Board members gave positive comments on the new monthly Cary Cultural Arts
Calendar that they now receive via email and requested opportunities for other
interested parties to sign up to receive these monthly notices.
►Greenway
Committee – Leta Huntsinger,
Chair
Leta reported the committee did not meet for lack of
a quorum.
►Teen Advisory Committee – Steve Smutko, Chair
Steve reported the committee continues to work on the teen forum and on
2006 goals. A Cary chamber
representative gave an overview of the chamber and noted opportunities for teen
involvement.

►Dog Park Artist Selection Panel - 9/20
►Walnut Street Park Artist Selection Panel - 9/20
Lyman Collins reported that both the meetings above were ‘wrap-up’ meetings to
approve the minutes of the final selections.
►Town Council Aquatics Center Work Session – 9/26 – Mary Henderson
Mary Henderson reported that council has requested another aquatics work session,
now schedule for October 12th.
The Town is considering options:
(1) Partnering with Triangle Aquatics Center’s
current project, (2) Developing a Town managed community center concept (w/ leisure
pool), (3) Developing regional facility complex (w/ 50 meter pool).

Helen reviewed the compiled comments and thanked the board members for their

E. Recreation
Programs – Dwayne Jones, Recreation Manager
Dwayne reminded board members of the upcoming Memorial Garden & Plaza
Remembrance Day – October 12, 10-11am at the Cary Senior Center.
►Teen Council – Snayha
Nath
Snayha reported 236 volunteer hours for
the month of September and highlighted upcoming teen programs.
F. Cultural Arts Programs – Lyman
Collins, Cultural Arts Manager
Lyman referred members to the program update.
►Festivals Committee
– Marilyn Goldman
Marilyn gave a recap of the various components of the 2006 Lazy Daze Festival
Wrap up. Lazy Daze ranks #1 in the
country (as a 1-day festival) and #23 nationally, overall. A total of 161 volunteers worked 651 hours
contributing to the festival’s continued success. Karen Monna was
elected as the 2007-2008 community co-chair and Kay Struffolino was elected as the new vice-chair for
2007-2008.
►Community Tree Project – Lyman Collins reported this new event. The tree will be placed in the main Town Hall
Lobby and the community, in conjunction with the Cary Garden Club, has been
invited to make ornaments to decorate the tree.

Athletic Programs – William
Davis, Athletics Manager
William
reported that the Carolina Railhawks Soccer Team
coach will be named this Wednesday. The
USTA Southern Section Mixed Doubles Championships takes place October 20th-22nd. William advised board members that the Cary Tennis Park was named Facility of the
Year by USTA.
VIII. OLD BUSINESS
►Joint Meeting: Adjacent Municipal
Boards – Mary Henderson
Mary reported that she had contacted the directors of Apex, Morrisville and Holly Springs Parks and
Recreation and they were interested in attending a joint municipal
meeting. Mary will extend an invitation
to these citizen advisory boards to attend a joint municipal meeting, hosted by
PRCR staff and members of Cary’s PRCR
Advisory Board on December 4th.
►PRCR Board Member Terms
Board members were provided a list of those members whose terms expire in 2007
as an FYI.
IX. NEW BUSINESS
►Urban Park – Playground Renovation
Design/Board Liaison –
Steve Smutko
Mary Henderson reported the Town received $100,000 in federal funds to renovate
Urban Park.
Renovations will include rubberized surface and/or turf and new
playground equipment. The community will
be involved in the planning effort and Tullie Johnson
volunteered to be the PRCR Advisory Board Liaison for this project.
►2006 Annual Board Report (Due November 30th) – Steve Smutko
Steve proposed committee chairs meet and talk about what has been accomplished
in preparation of the 2006 Annual Report to Town Council. Steve, Mary Henderson and committee chairs
will meet and bring the proposed report to the November meeting.
►PRCR Advisory Board 2007 Meeting Times – 1st Monday, at
5:15 Steve
In planning for the 2007 Town Meeting calendar, the clerk’s office asked that
chairs poll their respective committee members on meeting day and time. The Parks, Recreation and Cultural Resources
Advisory Board members agreed to continue in 2007 meeting the 1st
Monday of the month with a call to order at 5:15 p.m.
►Board Member Information Share
Tullie Johnson handed out flyers promoting the Annual
Yard Sale at Hemlock Bluffs Nature Preserve (sponsored by Friends of Hemlock
Bluffs) on October 28th, 8 a.m. – 1 p.m.
Marilyn
Goldman announced she would be at Whole Foods in Cary promoting her artwork on
December 1st at 7 p.m.
