Introduction –
Mary Henderson
introduced new PRCR staff member Leda Isenhour as the Department’s
new Marketing Specialist. Leda has worked for the Hickory Visitors
and Convention Bureau and Kernersville Parks and Recreation
Department.
Welcome – Chair Steve Smutko welcomed Boy Scout Troop 374 to the
April meeting. |

Minutes – March 6,

ACTION:
Marilyn Goldman made a motion to approve the March minutes as
presented. The motion carried by a unanimous vote. |

Public Speaks Out
–
Silverton resident Nate Royalty addressed board members with regard
to the Black Creek Realignment project. Mr. Royalty asked staff to
consider saving a winged elm tree. Additionally, Mr. Royalty asked
that staff investigate a drainage issue north of North Cary Park
near Verizon Wireless.
Tullie provided a handout promoting the upcoming Steven’s Nature
Celebration of Nature on Sunday, May 14th from 1-5 p.m. |

Committee Reports |

|
Athletic Committee
– Jeff Boucher, Chair
It was noted that sportsmanship pamphlets were provided to
participants; coaches and officials on proper behavior during league
practices and games The committee reviewed special requests and
discussed changing the age cut-off dates. Additionally, a
representative of Amberly PDD requested that the Town give
consideration to providing softball leagues for older adults.

Cultural Arts Committee – Dennis Hoadley, Chair
ACTION: Due to the resignation of committee member Rob Rusczak,
Dennis made a motion to move Cultural Arts Committee member Deanna
Kerrigan to a 3-year term and to appoint Philip Shepard to a
one-year term; the motion was seconded by Tom Hemrick. The motion
carried by a unanimous vote.
The committee reviewed the requests for Cultural Non-profit
Organizations’ Funding for FY07. The committee recommended funding
for 14 organizations at a total of $89,250.00. The total requests
amounted to $111,500.00. |

Greenway Committee – Leta Huntsinger, Chair
Parks Planning Manager Doug McRainey reported for Leta. Doug
reported the Committee discussed the Bachelor Branch pedestrian
underpass; the teen planting project and staffing the greenway tent
for upcoming special events, i.e. Cary Road Race; Cary Cycling
Celebration and Spring Daze.
ACTION: Leda
Huntsinger made a motion to appoint David Wylie to a 3-year term on
the Greenway Committee; the motion was seconded by Dennis Hoadley.
The motion carried by a unanimous vote. |

Teen
Advisory Committee – Steve Smutko, Chair
Steve reported that the 2006 Teen Forum on March 11th was
a success. The forum theme was Finding Your Way – Making Your
Mark. Keynote Speaker Jill Esplin spoke on how to “Discover Your
Real Color”. The committee will review evaluations and make those
adjustments for next year. |

Meeting Update –
Town Center Civic & Cultural Arts District Study Work Session (3/7)
– Mary
Henderson reported that the consultant presented its final design
concept. Town Council commented favorably and will consider the
plan in conjunction with the streetscape plan..
Artist Selection Panel for US 1/64 Pedestrian Bridge (3/10) –
Lyman Collins reported that the panel reviewed 70 responses to the
call for public art and narrowed those to 5. This was the first of
three meetings. The five finalists will attend a June 16th
meeting to present concept designs and models. These models will be
available for public review and comment.
Black Creek Watershed Restoration Workshop (3/21) – Doug
McRainey reported that staff, along with board member Susan
Davenport, attended the workshop. North Carolina State University
received a 3-year grant to improve the watershed. |

American Tobacco
Trail Public Work Shop
– Doug McRainey referenced the Program Update listing this public
meeting at Central Carolina Community College in Pittsboro tomorrow,
April 4, 4-7 p.m.
Doug noted that the American Tobacco Trail will be an agenda item in
the coming months as
Cary
plays a role in planning and making connections with greenways and
trailheads. |

Recreation Programs
–
Dwayne Jones, Recreation Manager
Dwayne brought attention to the Volunteer Form for The Cary Road
Race; seeking volunteers to assist and also noted Cary’s Cycling
Celebration on Sunday, April 9th.
Summer Camp registration is now at 1500 participants with some
sessions having limited space. |

Teen
Council – Snayha Nath, Teen Representative
Snayha encouraged the scouts attending this meeting to join the Teen
Council. Teen Council members logged 163 volunteer hours for the
month of February. Recently, 20 teens assisted with a tree planting
project at Bond Park and will again take part in another planting
project slated for this fall. In addition to reviewing their
volunteer activities; Snayha noted one of their major projects will
be Adopt-A-Highway which will take place four times a year. |

Cultural Arts
Programs – Lyman Collins, Cultural Arts Manager
Lyman referred to the Program Update noted there were many events
listed in this months’ update.
Lyman also noted that RFP’s were underway for the Walnut Street Park
Public Art Project. The Artist Selection Panel has been established
for this project and the panel is seeking a representative from this
board. Tullie Johnson volunteered to serve on the Artist Selection
Panel. The selected artist will be integrated into the design
team. |

Festivals Committee
– Marilyn Goldman, Liaison
Marilyn reported that the committee discussed the Mission Statement
and Goal Developments for Lazy Daze and Spring Daze. A volunteer
form for Spring Daze was included in member packets. Tullie Johnson
noted that April 23-29 is Volunteer Week and encouraged people to
volunteer. |

Goal Setting –
Mary Henderson
referenced the 2006 End of Year Report that was provided at the
March meeting. Council has directed staff to meet with their
respective citizen advisory boards/committee to set goals of what is
to be accomplished in the coming year. The PRCR Board will set
their 2007 Goals at the May meeting. |
