Tom Hemrick noted that the Parks, Recreation and Cultural
Resources Advisory Board’s youth member Doug Meardon had graduated
and will be attending the
University
of
North Carolina
at
Chapel Hill
. Selby Lo has been
appointed to serve on this board as the youth member.

Minutes – May 10, 2004
Kay Struffolino made a motion to approve the May 10th
minutes with corrections duly noted.
The motion carried by a unanimous vote.

Special Presentation
Bartley
Park
Master Plan – Alice Webb
Alice
updated board members on prior public meetings where citizen input
was invited to help shape the design components of this proposed
park. The former owner,
Mr. Bartley has a life estate on the land and has requested that the
homestead be preserved. Bob
Lappas and Marilee Martin of Lapps & Havener presented the
Master Plan to board members. Proposed
for Phase I: off-leash
dog park, playground, climbing boulders, open lawn area, trails and
picnic areas. Proposed
for Phase II: Multi-use
athletic fields; outdoor basketball court; trails, picnic shelters;
community center; and renovation of the Bartley house as a community
center.
Mrs.
Henderson
noted that due to budget constraints this project may be delayed.
ACTION:
Jamie France made a motion that the PRCR Advisory Board
approve the Bartley Park Master Plan as presented.
The motion carried by a unanimous vote.
Southwest
Area Plan – Jim Parajon & Don Belk, Planning Department
Jim Parajon & Don Belk presented the Southwest Area Plan.
The Southwest area plan will focus on environmental
protection, lower density and preservation of rural land.
The plan addresses the land south of the
Northwest Cary
study area, west of N.C. 55 to the
Wake
County
line, north of Apex Urban Service area.
Objectives of the plan include: 1) present the Town’s vision for
protecting water quality and natural resources and for preserving
rural character and open space; 2) Examine long-term implications of
this vision for the provision of municipal services and extension of
infrastructure; 3) foster better Town communication and greater
citizen involvement in planning.
Focus Areas include 2 community activity centers and a
neighborhood activity center. Open
space corridors in the Southwest Plan include:
1) a segment of the American Tobacco Trail; proposed
Cary
greenway corridors and the Western Wake Expressway corridor
(multipurpose trail paralleling the future I-540).
With no sidewalks proposed in this plan, members noted that staff
will need to work hard to make sure that the greenways provide
adequate linkage within any new subdivision.
It was noted that this plan had received very positive feedback.
The plan has had a Town Council Public Hearing; goes to the
Planning Board next Monday is slated to go before Town Council in
July.
ACTION:
Kay Struffolino made a motion that this board endorses
the Southwest Area Plan. The
motion carried by a unanimous vote.
V.
Land Dedication Review
Langston
Commons - Doug McRainey
Located on
SR Ten Ten
and
Kildaire Farm Road
, this development is proposed for 64 dwelling units with a required
dedication of 1.83 acres. The
developer is proposing to make a payment-in-lieu (PIL) in place of
parkland dedication for the value of 1.83 acres.
Staff Recommendation: Approval
of a PIL in place of parkland dedication for the value of 1.83
acres.
ACTION:
Kay Struffolino made a motion to accept staff’s
recommendation to accept payment-in-lieu of parkland dedication for
the value of 1.83 acres. The
motion carried by a unanimous vote.

A. Committee Reports
Athletic
Committee – Bob Hickey, Chair
Bob Hickey reported that the Athletic
Committee did not meet last month.
Cultural
Arts Committee – Toby Kennedy, Chair
Kay Struffolino reported for Toby Kennedy.
Kay reported that Public Art Coordinator Nancy Novel did a
presentation on the Gates of Lights project to be on Town Hall
Campus. The committee
felt that more public input would be helpful and staff is putting
together a plan to invite more input from
Cary
citizens.
Kay also reported on the Spring Daze Festival that took place in
April. The committee
discussed ‘fine-tuning’ the main stage and adding speakers to
carry the csound out into the festival area or add booths/exhibits
along the pathway to the stage to encourage folks in that direction.
Town Council approved a 2-year extension to SMG for the management
of the Koka Booth Amphitheatre at
Regency
Park
. Parking fees were also
discussed for this venue which members opposed but suggested
considering fees for the VIP parking.
Discussions also included broadening the use of this facility
to include party rentals; corporate rentals and conferences.
A Regency Park Advisory Committee is being formed and will
include a member of the Cultural Arts Committee and several at-large
members. Mary Henderson
did note that the Regency Park Advisory Committee would not be
reporting to this board and that area residents and adjoining
corporate neighbors would be invited to serve.
The committee will make suggestions to programming this
facility and also review any neighborhood issues that may arise.
The June Cultural Arts Committee has been changed from the 8th
to the 15th and will be held at the Page-Walker Arts and
History
Center
.
Greenway
Committee – Leta Huntsinger, Chair
Leta reported that the Greenway Committee
did not meet in May due to conflicts.
Leta reminded members of the upcoming Bond Park Trails Master
Plan Public Meeting on Tuesday, June 15th at the
Cary
Senior
Center
. Leta reported that
there was great participation in spreading mulch at Bond Park and
that the June 5th Dedication of the Black Creek Greenway
Phase III was a success with building the bird houses to
participation in the bird walk.
Volunteers from People for Parks and the Audubon Society also
contributed to the success of the dedication.
Melissa White asked for signage for the trailhead and also
cross-striping at Dynasty.
Teen
Advisory Committee – Melissa White, Chair
Melissa reported that this committee did
not meet in May.
Senior
Center
– Kay Struffolino, Liaison
Kay noted that due to construction delays,
the dedication of the
Memorial
Garden
was postponed. Memorial
Bricks are available for a $50 donation and forms are available at
the
Senior
Center
.
The annual Senior Citizen Day luncheon and program was a huge
success with 168 seniors and 20 guests in attendance.
The annual Ice Cream Social is scheduled for Thursday, July
1,
2:30
-4:00p; registration is required.
A yard sale involving the seven registered senior clubs is slated
for Thursday, July 31st in the
Senior
Center
ballroom. Profits from
the sale will be divided equally between the clubs and the
Senior
Center
.
Staff is currently reviewing responses from the June Program Interest
Survey. The results
of the survey will help determine the classes and program offerings
at the center. It was
noted that registration for the Summer Camp for Seniors is lower
than expected.
Teen
Council – Doug Meardon, President

Festivals
Committee – Greg Lytle
Greg Lytle noted that Spring Daze went well and exhibitors
complemented the committee and volunteers on the load in and load
out. The committee is
discussing recruiting sponsors to increase revenues.
B.
Public Meeting Update
Bartley
Park
Master Plan Public
Meeting/May 11th – Doug McRainey reported that 18
residents attended the meeting and that the majority supported the
plan. Mr. Bartley and
his son attended both public meetings and requested that the
property remain passive without a lot of structuring.
C.
Administration
FY05
Budget – Mary Henderson
In a Powerpoint presentation, Mrs. Henderson reviewed the FY05
PRCR proposed budget. There
are no expansions proposed and the FY05 budget is a ‘hold-the
line’ budget town wide. The
department’s proposed budget is $6.4 million; with $2 million
projected in revenues. The
Operations Revenue Recovery is 32.4% of the total expenses.
PRCR’s budget represents 7.7% of the total Town proposed
FY05 General Fund budget. Mrs.
Henderson reviewed the proposed FY05 Capital Projects totaling $3.2
million. This budget
goes to Public Hearing on June 10th and onto the June 24th
Town Council meeting for adoption.
Board members had concerns regarding the impact
SAS
Soccer
Park
would have on the budget. Mrs.
Henderson noted that the Town is requesting funding from
Wake
County
and the Town’s decision was pending their response.
Facility
Partnerships Guidelines –Mary Henderson
In a PowerPoint presentation, Mrs.
Henderson reviewed the guidelines for establishing partnerships.
Factors for consideration include:
1) private funding partners provide the opportunity to
construct facilities with reduced funding from tax dollars; 2)
private management partnerships may reduce the Town’s ongoing
costs for operations and maintenance of facilities; 3) the Town must
determine that the partnership provides a recreation value to the
residents of Cary; 4) the partner may provide a special level of
expertise in an area that expands Town services; 5) the partnership
provides an opportunity for the Town to offer facilities and events
that would not otherwise be available if the Town acted on its own;
6) the partnership must assure the Town’s protection of its
investment for the residents by retaining a level of control in
decision making; 7) a private partnership may provide funding to
enhance a facility’s ability to generate a positive economic
impact; and 8) Town residents must have reasonable access to the
facility and reduced rates for general use of the facility.
Board members agreed these guidelines provided a good start but
suggested that consideration be given to resident discounts;
sponsors; and naming rights. An
ad hock group will be formed to review the criteria and come back to
the board with recommendations.

Recreation Programs – Dwayne Jones
Judy Newsome reported for Dwayne Jones.
Judy reported that 130 participants took part in ‘dog park
for a day’ at Bond Park on June 5th.
The dog wash, a teen fundraiser, brought in $300.
Registrants for recreation programs summer camps totaled 1,294 as of
last Friday.
E.
Cultural Arts Programs – Lyman Collins
Greg Lytle reported for Lyman Collins
about ‘full houses’ at the Sertoma Amphitheatre at Bond Park
with over 150 in attendance last week and 400 this week.
There are events planned for July 3rd
at Bond Park and July 4th at
the Koka Booth Amphitheatre at
Regency

Athletic Programs – William Davis
William reported that the Town is hosting
the Jr. State Tennis Tournament and has bid on that event for 2005
along with a bid for the Adult Tennis Mixed Sectional Tournament
which is a huge event. William
reminded board members of the PONY Tournament taking place the last
week in July.
